Salary: $94 199 - 145 617 per year

This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development.

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Title Community Planning And Development Specialist, you will: Develop policy alternatives and guidelines concerning the use of program resources for recovery from presidentially declared disasters and emergencies, using current programs and specially appropriated funds. Develop and or modify regulations, notices, guidance materials, operating instructions, and procedures that implement statutory requirements and established policies. Provide advice and guidance concerning the interpretation of policies, rules, and regulatory provisions. This includes direct communications and correspondence with field staff, grantees, public interest groups, and others.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience for the GS-13 level is one year of experience at the GS-12 level, or equivalent that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience includes: Recommending program policies and procedures for the Community Development Block Grant (CDBG) program at the federal, state, or local government level; AND Interpreting and implementing regulations or policy guidance; AND Analyzing CDBG data and providing oversight of funded activities. Specialized experience for the GS-12 level is one year of experience at the GS-11 level, or equivalent that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience includes: Recommending program policies and procedures for the Community Development Block Grant (CDBG) program at the federal, state, or local government level; AND Interpreting and implementing regulations or policy guidance. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. For the GS-12 you must have been at the GS-11 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
