Duties
Being a Human Resources Specialist makes you a valuable member of the FLETC team and mission. This position is located in the Strategic Recruitment, Diversity, Inclusion, and Development Branch (SRDID), Human Capital Office (HCO), Mission and Readiness Support Directorate (MRSD), at the Federal Law Enforcement Training Centers (FLETC) in Glynco, GA.
This position provides program management of employee and leader development services to HCO and FLETC in support of aligning these programs with FLETC and Department of Homeland Security (DHS) goals. The position serves as the lead for planning, analyzing, coordinating, and evaluating major aspects of component-wide employee and leader development programs. The position provides technical, analytical, and evaluative expertise to ensure accomplishment of the FLETC HCO SRDID mission. Typical assignments include:
Working collaboratively with the HCO Leadership and other staff on matters related to strategic planning initiatives associated with employee training and development, employee competencies, skills gap analysis, and succession planning objectives that involve employee training and development matters.
Providing authoritative advice on matters pertaining to training, forecasting, long-range strategic planning and the management of HCO and FLETC training resources.
Sharing information and participating in ongoing consultation and communication with internal FLETC stakeholders and management officials at DHS Headquarters in the development and collaboration and integration of training related services and programs.
Serving as the Program Lead and primary advisor/coordinator for designing, developing, and evaluating employee development training programs for FLETC, and informing the workforce of training opportunities. Is responsible for analyzing and identifying the training and developmental needs of employees in accordance with FLETC organizational missions to include required training and other certifications. Responsible for the development of Training Needs Surveys, assessments, and evaluation of Training Needs Survey data to determine, prioritize, and recommend annual training for the FLETC workforce. Assists managers in ensuring employees have access to training opportunities.
Developing and marketing career development resources, as needed. Monitoring allocated training budget for planning recommendations and decisions. Managing the FEDS training program budget, coordinating use of funds with the Management Analyst and supervisory chain responsible for the overall HCO budget line items and recommending how funds will be spent for the FEDS program. Conducting market research for training vendors, serves as a liaison with vendors for procurement of external training resources duties.
Developing approaches to analyze processes and/or business outcomes using integrated data from automated information systems to answer myriad data calls. Extracts, reviews, validates, and utilizes training data and integrates data for reporting requirements. Analyzes data collection, tracking and reporting needs in relation to existing systems capabilities and identifies new requirements.
Providing authoritative advice on matters pertaining to training, forecasting, long-range strategic planning and the management of HCO and FLETC training resources. Sharing information and participating in ongoing consultation and communication with internal FLETC stakeholders and management officials at DHS Headquarters in the development and implementation of collaboration and integration of training related services and programs.
Writing standard operating procedures, policy and program directives associated with the employee learning and development programs for FLETC. Ensuring such policies and directives are compliant with applicable regulations and laws including program funding regulations.
Requirements

- Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
- Must possess and maintain a valid driver's license to conduct official government business.
- Must be able to obtain and maintain FAC-COR Level II certification.

Specialized Experience: You must possess at least one year of specialized experience equivalent to at least the GS-12 level in the Federal service, or comparable in difficulty and responsibility to the GS-12 if outside the Federal service providing consultative and advisory services to management regarding employee training and development initiatives and strategy; planning and executing training, meetings or knowledge sharing events involving large audiences; developing curriculum and delivering training products in both in-person and virtual environments using on-line learning technologies; and performing post-event evaluation assessments. Work must also illustrate examples of budget administration, procurement or contract services in support of executing large scale training or employee development events.
Time-in-Grade: Current GS federal employees must have served 52 weeks at the GS-12 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.
