Duties
Serving as a Assistant Human Resources Officer GS-0201-15 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Human Capital Office (HCO) under the Mission and Readiness Support Directorate (MRSD).
The primary purpose of this position is:
Program Operations and Management: In coordination with the Human Capital (HC) Officer, plans and directs the HCO activities which include the following programs: recruitment; outreach and events in support of strategic recruitment; staffing and placement; classification; pay administration; executive resources; training and employee development; workers compensation; recognition and awards; performance management; leave administration; premium pay; conduct, discipline and adverse actions; grievances and appeals; personnel action processing; records management and electronic Official Personnel Folder (eOPF) maintenance; payroll guidance and timecard processing; diversity, equity and inclusion program; Strategic Recruitment, Diversity and Inclusion (SRDI) Council management; special emphasis program observances, and the Peer Program.
Program Oversight and Assessment: Conducts ongoing and annual Human Capital Management (HCM) program assessments and determines effectiveness and efficiency of operations and functions, legality and regulatory compliance.
Representation and Liaison: The position supports the HC Officer in that official's role as principal technical advisor to senior executives and top line managers in the area of HCM programs with subjects often involving controversial, complex, and unprecedented issues and other matters that require appropriate discretion and professionalism.
Planning and Budgeting: Participates in short-term, intermediate, and long-range planning and budgeting.

- This position requires eligibility for access to classified information.
- Must successfully pass a background investigation to access, safeguard, and store classified national security information must be able to obtain and maintain a Top Secret (3N - Critical Sensitive, High Risk) security clearance.
- Overtime may be required.
- This position is Emergency Essential required to sustain operations under all conditions and/or to ensure Continuity of Operations for Mission Essential Functions or Primary Mission Essential Functions.
- Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
- Required to undergo initial and random drug testing for illegal drug use. Employment is contingent upon favorable results.
- Occasional travel may be required.

Specialized Experience: You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: demonstrated experience in a supervisory capacity with responsibility for providing leadership and oversight to an organization responsible for each of the following: promoting economy, efficiency, and effectiveness in the administration of human capital management programs; formulating and developing human capital management policies; planning and establishing programs to effectively carry out human capital management functions; assigning program responsibilities and exercising supervision over human capital management activities; building and maintaining effective communications and cooperative relationships among management, employees, and employee organizations; and evaluating the overall effectiveness of human capital management programs.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
