As a Senior Project Manager, you will be responsible for overall project management and delivery of various design and construction projects assigned to include planning, design, and construction of new buildings and complexes as well as the renovation of existing buildings.Location of position: Public Buildings Service, Project Delivery Division, in Region 7. Location to be determined at selection. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Provide expert professional advice on the construction management, project administration and project scheduling of multiple building type projects includingthe coordination and control of project planning, programming, budgeting, site selection and acquisition,appraisal, design and construction, commissioning, and building occupancy stages. Plan, organize, control, coordinate, review and approve design, construction and related work and oversee the performance of complex and highly technical studies and comparative design analysis, recommend solutions of problems in designated structures to be included in the current repair and alteration programs. Responsible for the projects involving broad directive authority over the planning, control, and use of resources and efforts of agency and contractor organizations; and entail contracting officer authority for execution and administration of professional services contracts. In this regard, the duties involve highly complex work assignments that involve extremely difficult or controversial projects requiring highly specialized experience in the delivery of building type projects and broad policy interpretation. Projects regularly require identification and resolution of precedent setting or highly controversial operational problems. Participate with key agency personnel who are responsible for defining the goals of the projects, working with them to prepare a Project Management Plan for accomplishing such goals. Maintain continuous contact with local, state and Federal officials, congressmen and the media in regard to project status. Responsible for the review, coordination and acceptance of architectural and cost estimates to achieve the goals of the master plan based on an intimate knowledge of major and complex repair and alteration designs, construction, and construction administration. Conduct periodic seminars, for other project managers, specialists in other disciplines as appropriate, and management to acquaint them with new procedures and designs, scheduling procedures, and/or new and innovative processes and techniques. Prepare critical path method (CPM) schedules for complex building projects, implementing a system for review, control, and reporting on project status. Determines which phases of the projects will be performed in-house or by contract. Negotiates contract specifications and design changes with organizational elements of the agency and contractors. Reviews contractor's proposals or bids, and negotiates contractor pricing. Monitors and assesses effectiveness of contractors in meeting contractual requirements, technical and administrative. Resolve complex design and construction related problems or conflicts impeding progress, assuring that contractor and agency staffs work effectively toward timely completion of projects.

For each job on your resume, provide: the exact dates you held  each job (from month/year to month/year) number of hours per week you worked (if part time).     If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume.For a brief video on creating a Federal resume, click here. The GS-13 salary range starts at $98,496 per year, varies by location.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.  Specialized experience is experience that demonstrates the ability to perform project management on large and highly complex commercial construction and/or large and complex commercial building repair and alteration projects; knowledge of resource allocation models required to develop cost and personnel budgets; knowledge of procurement practices and techniques; ability to accomplish work through others as a senior member of a project team; skill in negotiation techniques to conduct contract negotiations with high level business, industry and/or Government officials; and knowledge of contract administration and closeout.
