This position serves as a Program Analyst in the Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation, Program Support Division (INL/A/PS). The Bureau’s Office of Aviation supports INL’s interregional aviation program, playing an important and crucial role in the USG’s efforts in waging an aggressive and effective attack against the foreign drug and crime threat.
Duties
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
Identifies major programs/projects to be initiated, deleted, or curtailed in support of the aviation mission, identifying level of resources to be applied.

Assists in the formulation of Department of State policy related to the worldwide use and support of aviation assets and makes recommendations to the Branch Chief and other senior level officers.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs; and the accomplishment, evaluation, and/or monitoring of audits.
Establishes systematic methods of program execution, evaluation, or advocacy and assesses activities to determine funding requirements and to determine whether funding is warranted and available.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience serving as a Contracting Officer's Representative (COR).
Experience in developing and implementing contract administration policies, systems, and procedures.
Experience providing oversight and evaluation of contractor performance to ensure compliance with the terms of the contract.
Experience with conducting quantitative and qualitative analysis of contractor performance.
There is no substitute of education for specialized experience for the GS-13 position.
