This position serves as a Program Analyst and assists the Branch Chief in the critical areas of program management and operational direction of a complex, multi-agency, multinational counter narcotics and Embassy Airlift Support organization . This position is located in the Bureau for International Narcotics and Law Enforcement Affairs , Office of Aviation, Program Support Division (INL/A/PS). The Bureau’s Office of Aviation supports INL’s interregional aviation program.
Duties
Assists in the formulation of Department of State policy related to the worldwide use and support of aviation assets and makes recommendations to the Branch Chief and other senior level officers.
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
Establishes systematic methods of program execution, evaluation, or advocacy and assesses activities to determine funding requirements and to determine whether funding is warranted and available.
Dvelops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or
operating programs; and the accomplishment, evaluation, and/or monitoring of audits.
At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience assisting in the development and coordination of contract administration policies, systems, and procedures.
Experience identifying major programs/projects to be initiated, deleted, or curtailed in support of an aviation mission.
Experience evaluating program effectiveness in relation to the funding expended.
There is no substitute of education for specialized experience for the GS-12 position.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience serving as a Contracting Officer's Representative (COR).
Experience supporting strategic goals and objectives for aviation support program.
Experience resolving audit or inspection activities for organizations.
Experience coordinating contract technical and support matters, including drafting directives, policies, and/or procedures.
There is no substitute of education for specialized experience for the GS-13 position.
