The incumbent independently performs, or may assist a higher graded specialist, in a variety of standardized functions that support the Commercial Services Program, where the requirements are typically well-defined and have precedent. The incumbent performs work within the following areas: Legal Framework, Commerical Services Development, Monitoring and Evaluation, Data Collection/Analysis, Customer Service/Collaboration, Business Acumen, Negotiation, and Asset Management.
Duties
Supports recommendations or assigned projects with data.
Performs basic analyses of collected data for use in feasibility studies, comparability studies, claims, etc.
Identifies patterns of unusual income or expenses and make recommendations to supervisor.
Conducts simplified financial analyses and recomends appropriate action to supervisor.
Reviews documents for leasing business opportunities developed by park personnel for accuracy.
Prepares simplified (or simpler) business opportunity documents and standard templates in coordination with park, contractors and agency headquarters personnel.
Assesses evaluation findings and provide recommendations to park personnel on the well-defined and well-precedented.
Reviews and evaluate lease proposals and packages to make recommendations for the selection of lease packages as part of a lease panel.
Employs technical negotiation strategies surrounding standardized contracts/issues (e.g., evaluation and performance, rate approvals, leases, and concession contracts.
Qualifications
All qualifications must be met by the closing date of this announcement-12/01/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Reading guidelines and contract language to determine program or contract requirements related to the management and administration of the Commercial Services Programs; performing basic analyses of collected data; providing support for developing documents related to business opportunities, such as, assisting in the development of prospectus documents, requests for proposals, and requests for bids for leases; reviewing financial reports for completeness and compliance with annual financial report instructions; drafting responses to routine inquiries and complaints from the general public; preparing routine reports using established templates; planning, coordinating and implementing simple projects, such as, real estate market studies and site visit evaluations; creating and disseminating written communication to a variety of audiences, and using software programs; such as, word processing, spreadsheet, or database (e.g., Excel, Access, Word, or similar operating systems) . You must include hours per week worked.

EDUCATION: Successful completion of a master's or equivalent graduate degree -OR- two full years of progressively higher-level graduate education leading to such a degree -OR- LL.B. or J.D., if related. Graduate education must be directly related to this position and provide the knowledge, skill, and abilities necessary to do the work of this position. You must include transcripts.

COMBINATION: Successful completion of a combination of graduate education (more than one year of graduate education, but less than two full years) and experience as described above. To combine education and experience, first take the number of completed graduate coursework in excess of 18 semester hours and divide by 18. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
