Duties
Incumbent provides guidance and advice to FS organizations and assures close coordination of program related activities across organizational lines.
Planning, direction, development, evaluation and administration of unit programs.
Provides recommendations of an administrative nature on issues requiring leadership decisions
Conducts a continuing array of studies and analyses to improve the effectiveness and efficiency of administrative operations within the staff.
Carries out specialized assignments and represents the staff on working groups and in meetings to develop and refine administrative and budgetary initiatives and activities.
Analyzes and evaluates the effectiveness of the program to meet established goals and objectives.
Develops and recommends programming decisions affecting the long and short-range goals of the staff.

Requirements
- Must be a U.S. Citizen or National.

Specialized Experience Requirement:
For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as the majority of the following: Worked as a program analyst/specialist, or directly related position with responsibility for analyzing program data and information, preparing management reports, and coordinating a variety of administrative projects; Wrote, prepared, and evaluated formal and informal correspondence, reports, statistics, and analytical documents for senior level officials; Worked with program managers in carrying out a variety of administrative functions and business requirements; Provided expert analytical and technical advice and recommendations on matters pertaining to organizational processes, procedures, and policies.
For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as the majority of the following: Work as a senior specialist that requires knowledge and skill in performing staff analytical, planning, and evaluative assignments concerned with the administrative and operational aspects of organizations, programs, services and management. Such work should demonstrate experience in planning and conducting administrative and management, studies, evaluations, and improvement projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
