Duties
This position is located within the Department of Program Services (DPS), Probation and Pretrial Services Office (PPSO), Program Services Branch of the Program Oversight and Support Division. As a member of DPS/PPSO, the probation administrator will provide overall support to the U.S. Probation and Pretrial Services system, and program services generally. The incumbent of this position will be primarily responsible for national oversight and support of the Sex Offense Management Program and Cybercrime Management Program. Duties include, but are not limited to:
Providing administrative oversight, assessment and development of policies and procedures to ensure cost effectiveness and supervision risk reduction for both the sex offense management program and cybercrime management programs.
Providing staff work for the Judicial Conference Committee on Criminal Law to implement the provision of legislation affecting the federal Probation and Pretrial Services system specifically pertaining to the sex offense management and cybercrime management programs.
Developing and overseeing implementation of national policies and outcome measures regarding sex offense management and cybercrime management program to include coordinating with staff in other areas to ensure consistency and consideration of evidence-informed practices.
Serving as the Contracting Officer Representative (COR) and overseeing the national computer monitoring contract.
Conducting research, tracking and evaluating program data, and monitoring trends necessary to make recommendations for improvement of national programs, primarily in the area of the sex offense management and cybercrime management.
Serving as an authority on sex offense management, cybercrime management, probation and pretrial services policy and procedures, participating on policymaking working groups, and serving as a point-of-contact for probation and pretrial services offices.
Reviewing the work of other probation and pretrial services offices to include the evaluation of individual high-profile cases for compliance with national policies and procedures.
Providing sex offense management and cybercrime management training to districts in need of technical assistance and program improvement.
Coordination of national training for the U.S. Probation and Pretrial Services system in the area of sex offense management and cybercrime management.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL of the following:
Supervising individuals charged with or convicted of a sex offense.
Supervising individuals with a computer monitoring condition.
Tracking and evaluating program data.
Training officers related to policy and procedure.
Having strong writing and analytical skills.
Education
The basic qualifications can be met in one of three ways:
- Degree in behavioral or social science, or related disciplines appropriate to the position.
- Combination of education and experience that provides the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
- Four years of appropriate experience that demonstrates that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
