This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

GENERAL DESCRIPTION: The VA Southern Oregon Rehabilitation Center & Clinics (VA SORCC) provides a variety of clinical programs with a wide range of treatments for Veterans. The Residential Rehabilitation Treatment Program (RRTP) provides mental health services to Veterans across the life span including evidence-based treatment, interdisciplinary treatment planning, individual and group psychotherapy, and medication assisted treatment for substance use disorder. The RRTP is a 255 Bed program. The RRTP Supervisory Social Worker serves as the Program Manager for one of three teams within the RRTP. This position is administrative, supervisory, and clinical. The incumbent will design and manage programs considering and ensuring compliance with JCAHO and CARF. The RRTP Supervisory Social Worker is also responsible for monitoring program data to ensure effectiveness and efficiency of treatments and continuing process improvement. The Social Supervisor incumbent develops individualized productivity targets, monitors productivity and effectiveness and completes performance evaluations for all staff within the psychotherapy division. The RRTP Supervisory Social Worker also provides direct clinical care utilizing evidence- based approaches. Program Management Responsibilities (40%) A. The incumbent has the broad responsibility for the development, implementation and management of RRTP Therapy Programs (i.e., create opportunities for Veterans to have four hours of staff lead programming each day, EBP offerings, individual offerings, and group offerings), and makes decisions exercising very wide latitude and independent judgment. The incumbent plans, organizes and directs administrative, operational, patient and personnel activities for the program. B. The incumbent has primary responsibility for ensuring the program meets VHA's Uniformed Mental Health Services Handbook requirements, VA/DoD Clinical Practice Guidelines and timely completion of all program evaluations and documents required by the VA SORCC, VISN, and VACO, ensuring compliance with appropriate accrediting bodies (JCAHO/CARF). Thus, develops and implements policies, procedures, and programs to enhance the Veteran's Mental Health treatment experience. C. The incumbent has authority and oversight of administrative and programmatic resources and will deploy those resources in support of the program needs. D. The incumbent ensures efficient operation of the organizational units and is competent in identifying and modifying inefficiencies in operations. E. Responsible for strategic planning to ensure the provision of high-quality services to meet the needs of the Veterans being served i.e. the development and implementation of short- and long-term goals and objectives. F. Oversees the establishment and utilization of program monitors and outcome measurements within each program using data-driven quality assurance processes. Using information obtained from data analysis makes successive improvements in processes to benefit the Mental Health treatment experience for Veterans. Will have primary oversight for the development and implementation of process that impact SAIL metrics related to therapy areas of focus. Develops and implements information and workload systems to evaluate the quality of services provided and track productivity. G. The incumbent serves as the Co-Chair for the Measurement Based Care (MBC) initiative within RRTP clinical programing to increase motivation and overall improvement in growth and mental health symptoms reduction. The incumbent is responsible for the development and implementation of this initiative within RRTP, specifically to develop processes to train program staff and to implement MBC to inform treatment as well as to establish better communication and improvement in referrals between residential and outpatient services (Primary Care MH Integration, Behavioral Health Integration and Specialty Services; such as, PTSD, SUD and PRRC.) The incumbent is also responsible for implementing program templates (processes and procedures) with eventual goal of full utilization within the clinic. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to SW Licensure Summary by State. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Social Worker (Program Coordinator), GS-13: (1) Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (2) Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. (a) Skill in coordinating and implementing one or more specialty program(s), across the facility. (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. (g) Knowledge of organizational structure and impact on program operations. Preferred Experience: Leadership experience preferred. Evidence-based Therapy (CBT, Behavioral Activation, ACT,DBT, CBT-i, MET, and/or MI) experience and training is strongly preferred. Experience delivering structured adult psychotherapy in both group and individual formats is preferred. Experience treating depression, anxiety, co-occurring SUD, and other major co-morbid psychiatric disorders is also preferred. Team approach is mandatory and experience working as a professional on a multidisciplinary team is beneficial.
