The St. Louis VA Medical Center is seeking a highly qualified Supervisory Program Specialist Whole Health Business Manager to function as an agent and designee for the Whole Health Program. The position plays a key role in achieving a balanced program and responsibilities involve decisions which have a direct and substantial effect on the health care organization.

This position serves as a Supervisory Program Specialist - Whole Health Business Manager. Whole Health was established from the Comprehensive Addiction and Recovery Act and is a transformation in the delivery of healthcare. The program affects delivery of care across the spectrum of the VA. They play a key role in helping the Whole Health Clinical Director and other Whole Health leadership achieve a balanced program and responsibilities involve decisions which have a direct and substantial effect on the health care organization. They provide and interpret information related to the management of the Whole Health Care delivery system and contribute to the fulfillment of the VHA Health Care System's mission and vision by providing supervision, resource allocation, education, and advisory services.
Duties include, but may not be limited to the following:
MANAGEMENT/ADMINISTRATIVE
Leading projects from initiation to completion and presenting the results to senior leadership throughout the Medical Center.
Compiling all the necessary documentation and information by organizing a project management team.
Working closely with the Whole Health Clinical Director and other Whole Health leadership in implementing and evaluating policies, plans, and internal operational systems
Coordinating events hosted by officials, with assistance from continuing educational staff and initiatives when warranted.
Performing audits and special studies to evaluate program effectiveness.
Collecting and analyzing data from a variety of sources, measuring results, and reporting findings, to include outcome measures, cost analysis, access, and other related metrics.
Performing the full range of personnel management and administration for an organization with varied functions and activities
Processing new employees by requesting necessary equipment government issues laptop, cellphone, PIV card, and assure that all program access is complete.
Ensures all meetings are scheduled properly by the needs of the service.
Manage and coordinate online communication tools.
PERSONNEL MANAGEMENT
Planning work to be accomplished by subordinates, sets, and adjust short-term priorities and assigns work to subordinates based on ongoing or changing priorities and employee skills.
Evaluating work performance of subordinates, advises, counsels, and instructs employees.
Collaborates and acts as the Liaison with the Human Resources Office on employee hiring, promotion, and reassignment selections.
Identifies developmental and training needs of employees and provides and forecast training.
FINANCIAL MANAGEMENT/CONTRACTING
Responsible for budget formulation, justification, and execution for financial management and reporting.
Oversees all resources including FTEE, overtime, and fund control points to ensure resources are utilized within ceilings and guidelines.
Exercises fiscal responsibility and oversight in the preparation and execution of the budget, manage expenditures, and recommend reallocation of funds.
Assists with application and implementation of VA and non-VA grant funding opportunities to support the expansion of clinical and research programming, to include the development of program and project proposals and budgets.
Manages the procurement and contracting process for the Whole Health team and serves as the Contracting Officer Representative.
Responsible for the Consolidated Memorandum of Receipt and monitoring equipment replacement dates.
Performs other duties as assigned.
Work Schedule: Monday through Friday 7:30am to 4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/05/2023.
To qualify for this position at the GS-11 level, you must meet one of the following:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Program Specialist - Whole Health Business Manager. Qualifying specialized experience is: providing assistance in the oversight, management, and/or coordination of a health care program and/or services; performing personnel management and administration responsibilities for an organization with varied functions and activities; managing and coordinates online communication tools such as internal SharePoint websites and other related informational tools; applying knowledge of policies, regulations, and guidelines pertaining to the effective operation of a program, coordinating activities, tracking costs/budget, etc.; and establishing and maintaining effective working relationships at all levels of key management officials and charitable organizations/sponsors, applying tact, ingenuity, and resourcefulness. ~OR~
Education: successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements and Work Experience: Work is primarily sedentary, but does require some periods of standing, walking and bending. The position requires regular use of typical office equipment including phone, multi- functional device and computers. Work is performed in a variety of office settings. However, there is exposure to communicable disease, physical/verbal abuse from disturbed/distraught patients, family members, and visitors. Safety precautions are necessary. Work also requires frequent travel by automobile between local sites and occasional overnight travel to distant locations.
