Duties

Accurately and thoroughly process land cases, including applications for rights-of-way and permits related to mining, mineral, oil and gas pipelines, electronic signal transmission systems, and roads, trails and highways. Process Native allotment claims, Alaska statehood selections, and Alaska Native Claims Settlement selections, mineral cases including application for permit to mine or drill, utilization and communication agreements, leasing and lease terminations. Effectively communicate orally with diverse audiences, clearly articulating to both the public and internal customer regarding land transfer laws and regulations and land status related to land transfer programs. Prepare and analyze reports to determine if they meet requirements and identify if special environmental stipulations or additional measures are necessary. Enter and/or analyze information in databases to ensure the validity and reliability of the information recorded utilizing applications including Microsoft Word and Microsoft Excel.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify for the GS-07 level: You must possess at least one year of specialized experience comparable in scope and responsibility to the GS-05 grade level or pay band in the Federal Service or equivalent experience in the private or public sector performing the following: (1) answering inquiries from the public or internal customers regarding public land laws and regulations; (2) reviewing and/or determining land status of federal lands; (3) providing answers to internal customer regarding the status of land conveyances; (4) reviewing data which has been entered into a database for errors. OR Education: Have 1 full year of graduate level education that included or was supplement by 12 semester hours of course work related to the administration of land laws. Examples include course work in land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation. OR Have earned a Bachelor's degree with Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. To qualify for the GS-9 level: You must possess at least one year of specialized experience comparable in scope and responsibility to the GS-07 grade level or pay band in the Federal Service or equivalent experience in the private or public sector performing the following: (1) adjudicating and/or resolving land law issues and actions using applicable regulations, decisions, and policies; (2) applying laws, regulations, or governmental policies to land transfer and land law issues or authorizations; (3) composing letters, notices, decision and/or memoranda to internal and/or external customers relative to land transfer actions; (4) interpreting legal decisions and land descriptions, including aliquot parts, to ensure the validity of information recorded in a Land Information System or similar systems. OR Education: Have a Master's or equivalent graduate degree OR two full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., directly related to duties performed by a Land Law Examiner. Examples of related coursework are land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.
