Duties
This position serves as the Management and Program Analyst in the People Support and Culture Division.
Plans, develops, executes and conducts a variety of studies of DLA Land and Maritime Culture and Support initiatives and programs.
Oversees, reviews, and monitors the implementation and execution of plans, policies, and procedures of broad scope and mission impact.
Designs and conducts surveys and research projects, and provides advisory services of a wide variety of substantive cultural issues with extensive scope and impact throughout a complex organization(s).
Develops analytical material for presentations and briefings to higher level managers and DLA Headquarters on program development, planning and policy issues and implementation strategies.
Performs in-depth analysis of existing automated and manual systems to determine what can be used or needs to be changed to meet various program requirements.

Qualifications
To qualify for a Management and Program Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector.. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Identify issues and develop recommendations to resolve problems of effectiveness and efficiency of assigned program(s).
Perform analytical duties involving monitoring and reviewing program performance and recommending specific program improvements.
Perform analysis of automated and manual systems to determine what can be used or needs to be changed.
Conduct comprehensive studies where the boundaries are broad and difficult to determine in advance.

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
