This position is located in the Department of Veterans Affairs (VA) Veterans Health Administration (VHA), Mid Atlantic Care Network (VISN 6), Salem VA Medical Center (VAMC), in Fiscal Service. The primary purpose of this position is to arrange travel and provide travel administrative duties for Fiscal Service.

Duties

Duties include but not limited to: Make decisions required to prepare orders, arrange itineraries, prepare government transportation requests, lodging requests, determines travel costs, determine per diem costs, and/or subsistence expense, makes travel reservations, arranges for delivery of tickets or picks up, and prepares vouchers in connection with claim for reimbursement. Arrange for travel via air and government or private owned conveyance, using the PCS Travel System software for fund control point reconciliation, and the Government US Bank (or other approved) Government Charge Card program. Review travel requests for compliance with policies and regulations and discusses with Program Officials necessary travel items (i.e. proposed accommodations or requested mode of travel, that are problematic and/or controversial as outliers for external review audits). Interpret and advises medical center staff on new or revised agency or government guidance, policies, or decisions as to their intent, applicability and limitations regarding organizational travel and transportation. Make necessary arrangements for travel, securing directions for POV and Gov travel from MAP Quest or other internet medias, making hotel reservations, ensuring conference registration payment and preparing travel vouchers and reports. Arrange, coordinates, and prepares authorizations for travel by taxi and/or other hired vehicles. Maintains information for and prepares budgetary and statistical reports. Reconcile vouchers against authorizations for accuracy prior to preparing certification for payments. Investigates vouchers submitted by transportation vendors on which there was no prior authorization to determine possible extenuating circumstances justifying authorization of payment. Performs other duties as assigned. Work Schedule: Monday-Friday, 7:45am - 4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/23/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Some knowledge of the Federal Travel Regulations and experience with the concur Travel application. May have previously acted or performed duties as a Travel Assistant or other area of customer service. Basic or limited experience working in a clerical position, performing work such as data entry, customer service, mail distribution, answering phone calls, filing and/or typing standard correspondence. Ability to handle multiple assignments. Well versed with using the Concur Travel application. Knowledge of personal computer applications using software programs such as outlook, word, excel and PowerPoint. You will be rated on the following Competencies for this position: ClericalCustomer ServiceTechnical Credibility Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work may require some physical effort, such as standing, walking, bending, or sitting. There are no special physical demands.
