This position is located in the Partnerships Unit, Office of Strategy, Communications, and Health Equity in the Bureau of Global Health Security and Diplomacy (GHSD/SCE). The Public-Private Partnership Officer provides guidance on the development, implementation, and evaluation of private sector engagement and public private partnerships for U.S. President's Emergency Plan for AIDS Relief (PEPFAR).
Duties
Shapes partnership development based on engagement with, and input from, country teams and technical experts across U.S. President's Emergency Plan for AIDS Relief (PEPFAR).
Provides technical direction to country
teams and leads annual planning and review processes. Provides quarterly oversight of operating unit
performance through PEPFAR. Responsible for the Oversight and Accountability Review Team (POART) process.
Working under the guidance of, and in coordination with, the Director of Partnerships, supports work-planning of subordinate employees.
Represents GHSD interests and negotiates with senior officials, including Permanent Secretaries,
Deputy Ministers, and Ministers of Health, to ensure alignment of PEPFAR, national government, civil society, and multilateral priorities.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience supporting the existing and development of new public private partnerships (PPP) and private sector engagement in the U.S. President's Emergency Plan for AIDS Relief (PEPFAR).
Experience providing technical direction to country teams evaluation of public private partnerships.
Experience briefing senior level officials on issues impacting countries.
There is no substitute of education for specialized experience for the GS-14 position.
