This position is located within the Veterans Health Administration (VHA), VA Mid-Atlantic Health Care Network (VISN 6), Central Virginia VA Health Care System (CVHCS), Richmond, Virginia. CVHCS consists of the Richmond VA Medical Center and six community-based outpatient clinics and employs over 4,000 staff. This position works directly for the Equal Employment Opportunity Manager in the Equal Employment Opportunity Office, organizationally aligned under the Executive Director.
Duties
Duties include but not limited to:
Exercise a high degree of judgment in analyzing and recommending solutions to problems that adversely affect EEO and Affirmative Employment
Establish priorities and direction for the program for maximum results
Advises management on specific actions in support of affirmative action, strategies for processing discrimination complaints, as well as initiatives for meeting program goals and enhancing the EEO program.
Oversees the health care system's special emphasis programs, providing guidance to special emphasis program managers (SEPMs) and serving as a liaison between the SEPMs and the Executive Leadership team
Assists the Office of Resolution Management (ORM) and Administrative Judges with investigations and hearings
In collaboration with the ORM Field Office, serves as the local liaison for all aspects of the facility's complaint processing program
Develops policies for the EEO Program utilizing national directives and develops systematic methods for evaluation of equal employment activities and programs and makes recommendations to management based on analysis
Reviews new or proposed personnel policies, procedures and guidelines for impact on organization practices and makes recommendations and identifies conflicts or deviations from acceptable and/or current policies and practices
Assists with developing and/or monitoring of proposals or plans related to the implementation of EEO Programs
Performs such duties as developing and maintaining databases and reports, and securing, researching, organizing, and presenting background and briefing material
Assists the EEO Manager in directing the EEO Advisory Committee and manages the Special Emphasis Program committees and other developmental projects as assigned
Compiles and analyzes statistical data in order to evaluate progress of the EEO program
Conducts briefings to the Executive Director and management officials making them aware of their responsibilities in relations to EEO programs and policies, and to solicit their support for successful implementation
Represents the facility before Affirmative Employment, Equal Employment, and Special Emphasis groups in the community
Responsible for overseeing the EEO budget and monitoring expenditures as well as tracking cost-avoidance strategies.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023.
Time-In-Grade Requirement GS-11: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience GS-11: Do you have the required specialized experience equivalent to the next lower grade? For a GS-11 grade level, your specialized experience must be at the GS-09 grade level or equivalent in order to meet this requirement. Examples of qualifying specialized experience includes but is not limited to: Providing management with advice on the requirements of the equal employment opportunity program, providing information about the facility's personnel policies, procedures, and guidelines, and ensuring that information communicates agency policy and regulatory requirements.

Education: a Ph.D. or equivalent doctorial degree or 3 full years of progressively higher level graduate education leading to such degree or LL.M., if related.

Combination: You must have a combination of specialized experience and education as described above.

Physical Requirements: The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.
