DCSA's Consolidated Adjudication Services is looking for a dynamic Personnel Security Specialists to review complex adjudicative decisions made by a large number of certified security specialist. This role requires a change agent with the ability to prepare/deliver presentations, briefings, training sessions, and the ability to foster relationships with multiple stakeholders. As a PERSONNEL SECURITY SPECIALIST you will be responsible for the following duties:

- If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
- If selected, the incumbent must obtain and maintain the DoD Personnel Security Adjudicator Professional Certification within 2 years of placement and, if applicable, obtain the Due Process Credential within 6 months of completing
- all requisite training and experience as a condition of employment. This professional certification must be maintained during every 2 year period following initial certification.
- If selected, the incumbent may be required to work other than normal duty hours, which may include weekends, evenings, and/or holidays and/or overtime.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-11 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
Reviewing personnel security questionnaires that contain issues concerning national security; Preparing correspondence on Continuous Evaluation and Personnel Security matters;
Developing materials for briefings aimed at providing guidance, resolution of problems, and assurance of coordinated/uniform personnel security operations;
Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change; Develops personnel security principles and methods for initial clearances, periodic re-investigations, continuous vetting, reciprocity, and the adjudication and appeals processes.
Evaluates internal and external security clearance policies and ensures consistency with regulatory requirements;
Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience.
Specifically you will be evaluated on the following competencies:
1. Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders.
2. Reasoning - Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
3. Security - Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents.
4. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
