The full performance, Intermediate Care Technician (ICT) Generalist is assigned to the Department of Veteran Affairs, Veterans Health Administration (VHA). This position serves as an advance technician for outpatient care settings such as; primary care, mental health, and specialty clinics.
Duties
Performs duties focused on communication techniques required to complete the questioners and templates approved for use in the ED, including active listening, restating, and mirroring.
Assists ED licensed personnel with the delivery of care to patients with complex, specialized, and potentially life-threatening situations.
Setting up equipment and passing instruments in the event of: cardioversions, insertion of thoracostomy tubes, or initiation of mechanical ventilation to restore normal physiological function or prevent deterioration of patient's condition.
Medication administration will comply with national and local directives and policies, may include intramuscular, oral, topical, eye drops, ear drops.
Performing observation-based screening and collecting patient information in collaboration with licensed personnel.
Obtaining patient health history for chief complaints, medication history, and information about health-related or high-risk conditions that may impact the Recognize life threatening situations and act to correct these emergent situations according to established national or local protocols.
Respond to medical emergencies on the facility grounds, and sometimes encounters situations which may be life threatening as part of the Rapid Response Team (RRT), Code Blue, or medical transport team.
Provides support, relief, and coverage as needed to central station telemetry, documents in the telemetry record and reports all observed electrocardiographic (ECG) changes in the patient's condition to the licensed staff.
Conducts or assists with the training of personnel in CPR, and advanced emergency medical care techniques if appropriately trained, certified and/or qualified, for example: facility formal preceptors and BLS instructors. Can conduct or assist with stand-downs, community health programs, healthcare screenings, and immunizations.
Works in concert with other members of these teams to determine the nature, extent, and seriousness of the patient's condition including the search for medical alert symbols and medications.
This position is covered by AFGE bargaining unit. Work Schedule: Monday-Friday 8:00am-4:30pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirement: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience.
Specialized Experience (for positions at GS-4 and above): Do you have experience in supporting duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists? Technician experience is experience that requires application of the knowledge, methods, and techniques of the position to be filled.
In addition to meeting the above Individual Occupational Requirement (IOR), applicants must also meet the experience and/or directly related education relevant to this position.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience with major body systems, i.e., skeletal, muscular, nervous, respiratory, circulatory, digestive and genitourinary, to perform patient examination and to provide prompt and efficient patient care and appropriate patient handling.
Experience with topographic anatomy, e.g., right/left, surface, proximal/distal, superior, inferior, to accurately transmit location information about the body.
Working knowledge of diagnostic signs, e.g., pulse, respiration, blood pressure, temperature, skin color, pupils of the eyes, state of consciousness, ability to move on command, reaction to pain, etc., to complete any/all questioners and templates in support of the patient evaluation, to provide patient care, and to ensure appropriate patient mobility and handling.
Skilled in the use of medications (their uses, doses, side effects, adverse effects and toxicity signs) sufficient to properly administer drugs even when directed to do so by the licensed staff.
Skilled in emergency communication techniques and the operation of communications equipment to be able to accurately obtain and relay information to and from health care providers.

Combination: Applicants may also combine education and experience to qualify at this level. I have a combination of specialized experience as described above and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond half a year (9 semester credits) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]

Physical Requirements: The work involves extended periods of bending, standing and walking. Generally, the work requires recurring physical exertion with assisting patients.
