The primary purpose of these positions is to serve as a full-performance-level or senior-level Acquisition Program Manager in the AFNWC at Hill Air Force Base, Utah. Program Managers in AFNWC are business professionals who solve highly complex problems and take part in a variety of projects to promote national security through nuclear deterrence. They decide what needs to be done, make sure it happens, and solve the most complex, high-risk aspects of the Inter-Continental Ballistic Missile (ICBM) program - the ground-based leg of America's Nuclear Triad. RANGE OF DUTIES: Develop, implement and control contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist. Serve as a technical authority on acquisition strategy, formulation, and execution; provides oversight and management of assigned projects/programs and their execution status. Work in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be done by the contractor. Assess progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements. Establish management controls such as milestones, expenditure rates, management indicators, and management reviews to reflect program status and provide early detection of emerging problems. Plan, organize, direct, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, data configuration management, testing/evaluation, and life cycle logistics for an AFNWC program of national significance. Serve on or lead integrated product teams and working groups composed of various functional disciplines engaged in developing and recommending acquisition streamlining proposals and implementation plans. Represent the organization at executive levels within the government and to contractor/industry representatives; delivers presentations on project/program status, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives. Provide continuous assessment/evaluation of overall program goals, objectives, strategies, performance to ensure a sound basis for long-range acquisition program management processes and follow-on system life cycle support planning.

  • Employee is required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; new hire must be able to obtain and maintain the appropriate security clearance.
  • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

  • Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Management “Practitioner” certification category within required timeframe after appointment.
  • Employee may be required to work overtime or outside the regular work schedule.
  • This position may require travel.
  • This position has been designated as an acquisition position and is covered by the Acquisition Workforce Development Program (APDP).
  • Work requires the appropriate APDP certification, Level 2 in Program Management, and must be obtained within 24 months of employment. Employee will be required to meet the continuing acquisition education requirements
  • Three years of relevant experience is highly desired.
  • Relocation costs or other incentives may be available and considered by the organization.
  • Subject to Temporary Duty Assignment (TDY): Approximately 10 days per year.

Knowledge of safety and security regulations, practices, and procedures. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
