DUTIES:
Serve as a member of the Sentinel Directorate cost team.
Gather data on the cost of related systems using historical data, government databases, and commercial pricing information.
Lead work requiring the design, development, and adaptation of mathematical, statistical, and other scientific methods and techniques.
Develop databases and data visualizations from a variety of collected data sources.
Perform a broad range of cost and operations research analysis assignments entailing unique problems, creativity, innovative techniques, advanced approaches, and new technology.
Develop cost estimating models using approved government methodologies and applications.
Document analyses in a manner that is consistent with program office process.
Analyze contractor performance data to forecast cost and schedule status.
SKILLS:
Strong background in the DoD Acquisition Process.
Mathematical and statistical cost estimate modeling.
Knowledge of earned value management (EVM) is desired.
Demonstrated ability to create documents/reports/presentations, and effectively explain findings and recommendations to diverse audiences.
Advanced experience with Microsoft Products, able to make use of software packages like Microsoft Excel, PowerPoint, as well as apply database information.
Scripting language experience (e.g. Python, R, and JavaScript) is desired.
Strong quantitative skills, expert problem-solving ability, adeptness in the use of logic and above-average communication skills.

- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and

- Must be able to obtain and maintain the appropriate Top Secret security clearance and is required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- These positions are covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) Business.
- Cost Estimating Practitioner certification requirements applicable to the career category designated on the position description within 24 months of assignment.
- These positions also requires the employees to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
- These positions are a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- Incumbents shall comply with the requirements of this certification program within 24 months of assignment.
- This position may require travel.
- The incumbent may be required to work overtime or an irregular work shift.
- In accordance with the Ethics in Government Act, 1978, employees may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

To qualify as an engineer, employee must meet the education and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards, Group Coverage Qualification Standard for Professional and Scientific Positions: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards
Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities.
Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
Skill to negotiate and/or defend findings and program support concepts.
Ability to lead study teams and originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
Ability to develop and utilize appropriate data collection techniques, and design, build, and use models and simulation techniques.
