The primary purpose of this position, GS-1515-13 OPERATIONS RESEARCH ANALYST, is to serve as lead analyst and recognized agency expert performing professional and scientific work requiring the design, development, and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques for operational test and evaluation.

Duties

Perform a broad range of operations research analyses assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and new technologies. Serve as Technical and Policy Specialist, and as the test team's focal point for identification, discussion, and resolution of technical and test related issues. Serve as Test and Evaluation Coordinator; coordinate solutions of a wide variety of problems encountered prior, during, and post test in the operational testing of ICBMs and ICBM related sub-systems. Attend meetings, conferences, briefings, and seminars related to program planning, advanced technologies, support system concepts, and professional development. Perform studies of issues arising in varied subjects which are complex and very difficult to define, and require unconventional approaches or the application of sophisticated analytical techniques.

  • Position is designated as Special Sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) and/or Special Access
  • A Bachelor of Science degree from an accredited institution in mathematics, computer science, one of the physical sciences, engineering or a closely-related scientific discipline. Advanced degree(s) are highly desired.
  • Physical Demands. Work is primarily sedentary in nature. Incumbent may be required to travel by commercial aircraft and work irregular hours. Walking, standing, bending, stooping, and climbing stairs are often required.
  • Work Environment. The work is usually performed in adequately lighted, heated, and ventilated office setting and includes an array of risks and discomforts normally found in offices and conference rooms.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1515, Operations Testing & Evaluation Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT: Must have a bachelor's degree in operations research; or at least 24 semester hours or 35 quarter hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 or the 24 semester hours or 35 quarter hours must have been in calculus. NOTE: You MUST submit copies of your transcripts that show the date and degree awarded. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques, analyzing management problems and providing advice and insight about the probable effects of alternative solutions to these problems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a broad range of weapons systems operations research analysis techniques and possession of analytical abilities to design of Operational Test and Evaluation (OT&E) experiments, projects, or studies. 2. Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions. 3. Skill to negotiate and/or defend findings and program support concepts. 4. Ability to lead study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. 5. Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year-round activities, including skiing, hiking, boating, extreme sports, fishing, and hunting; with four distinct seasons, low humidity and moderate snow fall in the valley.
