As the Senior Advisor, the incumbent initiates and conducts special projects that cover a wide range of policy and program issues for RD&T including legislative, policy, and budget review, coordination and formulation; legislation and regulation development and analysis; program delivery and oversight, and formulation of policies, plans and procedures for the implementation of new or modified programs assigned to RD&T.

Qualifications

For the GS-14:You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-13 grade level, which included:
Experience with program management principles and practices relating to surface transportation programs; AND
Experience advising senior executive or comparable high-level officials on legislative, congressional, and/or mission-related policy issues which impact both internal and external organizational operations
You cannot use education to qualify at this grade level.
For the GS-15:You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-14 grade level, which included:
Experience providing leadership to program areas or division offices; AND
Experience with program management principles and practices relating to national and international surface transportation programs.
You cannot use education to qualify at this grade level.
