This position is located in the U.S. Department of Labor (DOL), Office of Disability Employment Policy (ODEP), Office of the Deputy Assistant Secretary (ODAS), Division of Policy Development.

Duties

Major duties for the GS-15 at the full performance level: Serves as a recognized authority on disability employment policy issues and defines, plans, conducts, and supervises the creation of highly complex studies, projects, and analyses relating to the policy development functions of the Office. Assignments focus on the primary mission of the Office of Disability Employment Policy-to increase employment opportunities for people with disabilities. Responsible for supervising, directing, and managing one of several formal policy teams, composed of functional disability employment policy experts. Establishes workgroups within the team as necessary, defines short-term and long-range objectives and goals, monitors projects and programs to ensure that deadlines and goals are achieved, and ensures that program plans and work products focus· on ODEP's core mission. Develops performance standards for subordinates; evaluates staff performance against goals and standards, and takes whatever action is necessary to ensure effective and efficient program implementation. Represents the Assistant Secretary and/or the Office of Disability Employment Policy in contacts within the Department, with officials in other Federal agencies, with Congress and key stakeholders in the public and private sectors. Coordinates assigned functions and programs with staff within and outside of the Department, explains the goals and mission of the Department's disability employment policy efforts and programs, and elicits support for cooperative ventures or partnerships. Prepares, contributes to, and assists others to prepare articles, reports, and similar documents which develop, interpret and disseminate vital data and information related to employment and disability.

Requirements

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • Requires a supervisory probationary period if the requirement has not been met.
  • This position is outside the bargaining unit.

Qualifications

You must meet the Specialized Experience to qualify for Supervisory Policy Advisor, GS-0301-15 as described below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-14 in the Federal Service. Specialized experience is defined as experience serving as an expert on a full range of complex policy issues related to disability, administrative and operational activities to include at least 3 of the following: Managing policy processes in relation to persons with disabilities. Proposing and addressing major policy issues and rendering advice and assistance in the administration of policy guidelines. Experience with broad technology policy issues such as those related to accessible technology for persons with disabilities. Analyzing, developing, and/or implementing policies related to the employment of people with disabilities. Leading or overseeing teams in a multi-stakeholder organization. Education

Applicants may not qualify for this position based on education in lieu of specialized experience at the GS-15 grade level.
