The primary purpose of this position is to receive and transmit all crash, fire-rescue, hazardous materials, medical emergencies, and other special type emergencies. Dispatches all emergencies, providing updated response information to all responders, documents and submits all required reports. Ensures preliminary and updated information is provided to all agencies. Updates all emergency operations incident records and reports.

Duties

Receive incoming emergency and administrative telephone calls in a professional manner using sound judgment and taking appropriate action as required by established objective. Dispatch personnel/equipment to those emergencies and relays vital information gained via 1117 and 911 telephone systems, automatic alarm systems, administrative phones, radios, etc. Maintain and operate equipment in the Alarm Room Communications Center. Maintain appropriate and relative documents, regulations, operational instructions, technical orders, maps, charts, and checklists. Obtain and relay vital information relative to management of emergency incident/accidents.

  • May be required to respond on off-duty time during a conflagration. or stay over until an emergency has been terminated or until properly relieved by a qualified operator

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Group Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Specialized experience is experience which may have been gained while operating complex communications systems such as multi-line telephones. two-way radios, Alarm equipment, public address systems and voice recording equipment, and dispatching resources and equipment in connection with medical, fire, rescue, and other types of emergency information. OR EDUCATION: Successful completion of four years of education above the high school level in any field obtained in an accredited business, secretarial or technical school, junior college, college, or university. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Knowledge of various types of assigned vehicles and firefighting equipment (fire alarm system operation, fire extinguishing system operation) techniques, procedures, and basic building design, construction, and occupancy. 2. Skill in operating complex communications systems such as multi-line telephones, two-way radios, alarm equipment, public address systems and voice recording equipment. 3. Ability to communicate orally and in writing using a calm and stable demeanor while dealing with emergency situations, and work independently without immediate supervision. 4. Knowledge of basic computer operations to include word processing, retrieval, and input of data. A qualified typist is not required. 5. Skill in researching and retrieving information quickly and efficiently from various hazardous material guidebooks using chemical name or Department of Transportation (DOT) identification number. 6. Ability to maintain appropriate and relative documents, regulations, operational instructions. technical orders. maps, charts and checklists located within the Alarm Room Communications Center, and to read grid maps which reflect such systems as electrical, water, gas, liquid fuel, central heating distribution, sanitary sewer, storm drainage, and pollution control. PHYSICAL DEMANDS: Work involves sitting in one location for long periods of time, intense mental pressure while dispatching emergencies and talking with excited callers on the 911 system. Must be able to speak clearly and precisely. Position requires light lifting up to 15 lb., light carrying, reaching above shoulder, use of fingers, and ability for rapid mental and muscular coordination simultaneously, ability to distinguish basic colors, and the ability to hear. WORK ENVIRONMENT: Work is performed in a properly heated and ventilated, air-conditioned, and well lighted office setting. May work closely with others or alone. Subject to constant noises. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
