The Administrative Officer position is located within the Neurology department located at the West Los Angeles VHA. Incumbent manages the administrative operations of the service and is the principal advisor and management consultant to the management team for administrative matters. Incumbent has authority and is responsible for the daily administrative and managerial activities performed within the Neurology department.
Duties
Duties include but are not limited to:
Provides accurate and reliable advice on a wide range of administrative functions as these apply to the service, either as a personal advisory to the supervisor and by directing specialist, technicians and clerical support positions.
Plans, analyzes and monitors the formulation and development of service wide plans, programs, procedures, operating policies, internal controls and program goals.
Provides technical and administrative supervision to a unit and administrative support staff.
Reviews vacant positions and makes decisions on filling them
Supervises and manages the Program Support Assistant and Secretary.
Serves as primary liaison with the Human Resources Office, coordinating the identification and communication of needs of HR services.
Responsible for keeping the service revenue's and spending in balance through advice on budget and financial management.
Oversees designated timekeepers, assuring the entire staff of the service in trained in requirements for maintaining accurate time and attendance records.
Prepares, consolidates, and submits budget estimates and justifications for all programs.
Work Schedule: Mon-Fri, 8am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Physical Requirements: The work is primarily sedentary in nature. There are occasions when the incumbent will be required to walk to different areas or drive to different facilities in the course of performing their duties.
