This position is located in the Natural Resource Condition Assessment (NRCA) Program, Water Resources Division, Natural Resource Stewardship and Science Directorate, National Park Service (NPS). This position serves as the NRCA Program Manager.

Duties
The major duties of the Interdisciplinary Biologist/Physical Scientist position include, but are not limited to, the following:
Serves as project manager or team member on interdisciplinary study teams. Plans, directs, and/or carries out complex scientific investigations pertaining to current condition status and trends, critical data gaps, and factors influencing current conditions for important park natural resources, including biological and physical resources, in highly varied geographic settings. Studies commonly include sensitive resources and management issues that may impact a wide variety of park management activities.
As ATR or project manager, assists parks and partner investigators in developing work plans and schedules, scopes of work, cost estimates, and proposals to justify funding requests and study objectives. Coordinates or monitors implementation of work by interdisciplinary project teams to ensure projects are completed in a timely and high quality manner.
Provides expertise and problem-solving support to parks and partner investigators in cases where current data and information are limited or inconclusive and/or involve competing opinions among experts regarding best available data and selection of appropriate study methodologies or techniques.
Serves as a senior advisor to the national NRCA coordinator in developing and updating NRCA requirements, guidance, templates and procedures for use by parks, NPS central office staff, and partner investigators working on natural resource condition assessment projects.
Recommends service wide guidance and procedures for dealing with complex and unusual problems, or with novel, undeveloped, or controversial aspects of assessing and reporting on natural resource conditions and resource management issues in parks. Maintains familiarity with NPS policies relevant to assessing and reporting on natural resource conditions in parks. Recommends specialized peer and management review processes and templates consistent with NPS policies.
Qualifications
All qualifications must be met by the closing date of this announcement-11/29/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. BASIC QUALIFICATIONS
To qualify for this position in the Natural Resources Management and Biological Science Series 0401, you must possess one of the following basic requirements by close of the announcement:
Successfully completed a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or;
Possess a combination of education and experience that includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. You must include transcripts.
OR
To qualify for this position in the Physical Science Series 1301, you must possess one of the following basic requirements by close of the announcement:
Successfully completed a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/ or related engineering science such as mechanics, dynamics, properties of materials, and electronics, or;
Possess a combination of education and experience that includes education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. You must include transcripts.

MINIMUM QUALIFICATIONS
To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of hte following: (1) Knowledge of concepts, terminology, and best practices as they relate to managing and/or researching natural resource conditions in national park units or other protected conservation areas; (2) Demonstrated ability to plan and carry out complex scientific investigations in a cost effective, timely, and professional manner; (3) Ability to manage and coordinate project work conducted by interdisciplinary teams under the auspices of formal contracts and agreements; includes oversight and management of project budgets, tasks/timelines, and project deliverable; and, (4) Written communication skills as evidenced in plans, reports, guidance/instructional documents, or other substantive written materials that reflect a well-organized, clear, and concise presentation style. Your resume must include hours per week worked.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
There is no substitution of education for specialized experience at the GS-12 grade level of this announcement.
