Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico Region, Office of Environmental Compliance, Environmental Monitoring Unit in Jefferson, LA.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Leads Office of Environmental Compliance (OEC) Office-Compliance Reviewing and Post-Activity Submittal (PAS) coordination, which includes establishing authority under BSEE's Environmental Compliance Program (ECP), managing data collection, conducting primary analyses, and preparing/assisting with reports on the effectiveness of established mitigation measures placed on GOM and Atlantic OCS renewable energy (REN) activities reviewed by OEC.
2. When warranted, the incumbent develops incident-specific or PAS-related Compliance Verification Reports (CVRs) to outline the applicable environmental standards, address key concerns, and identify the requisite enforcement action(s) to assist management review and subsequent decision-making.
3. Oversees, schedules, and participates in field inspections regarding OCS REN monitoring and post-activity compliance efforts, working with remote-sensing data collection, mitigation, stipulation, and NTL enforcement, and coordinating with industry contacts, Bureau of Ocean Energy Management (BOEM) resource and research leads, National Marine Fisheries Service (NMFS), and other Federal, State, and private groups.
4. Leads or assists with OEC's consultation and coordination efforts for OCS REN activities with BOEM, National Marine Fisheries Service (NMFS), U.S. Fish and Wildlife Service (USFWS), and other Federal and state agencies responsible for managing their respective OCS resource programs (i.e., Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), National Historic and Preservation Act (NHPA), etc.).
5. Serves as OEC's National Environmental Policy Act (NEPA) coordination lead on BOEM Categorical Exclusion Reviews (CERs), Environmental Assessments (EAs), and Environmental Impact Statements (EISs) prepared for OCS REN Program oversight, leasing activities, Construction and Operations Plans (COPs), and other REN submittals; including assisting with scenario development, participation in scoping meetings/public hearings, and identification/verification of impact-producing factors (IPFs).
6. Assigns OEC subject-matter experts, in coordination with their respective Unit Supervisor and/or the Regional Environmental Officer, to assist BOEM NEPA coordinators and resource analysts with relevant operational/technical issues and ensure that mitigation measures, Conditions of Approval (CoAs), and/or Terms and Conditions (T&Cs) outlined in BOEM's analyses and imposed on the operations properly incorporate language to allow for subsequent, ECP compliance verification and enforcement.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Information
GS-13 (Step 1): $98,496- (Step 10) $128,043
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Minimum Qualification Requirements:
To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying.

In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
401 - Environmental Scientist
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

B. Combination of education and experience: Courses equivalent to a major, as shown in "A" above, plus appropriate experience or additional education.
1301 - Physical Scientist
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
0819 - Environmental Engineer
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties);
and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. (2) Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Coordinating, reviewing, and tracking incident reports, industry compliance submittals, Federal and state agency consultation documents, and associated National Environmental Policy Act (NEPA) analyses associated with offshore energy activities on the Federal Outer Continental Shelf (OCS);
2. Assessing environmental laws and/or regulations (e.g., NEPA, Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), Magnuson-Stevens Fishery Conservation and Management Act (MFCMA), National Historic Preservation Act (NHPA), or others) to assist in the development of enforceable lease stipulations and conditional mitigation measures needed to reduce or negate potential impacts to natural and cultural resources from offshore development activities;
3. Conducting, overseeing, and/or assigning field inspections to determine compliance with environmental standards placed on offshore activities; including monitoring ongoing operations, working with remote-sensing tools, and coordinating with industry contacts, National Marine Fisheries Service (NMFS), and other Federal, State, and private groups; and
4. Assigning Subject Matter Experts (SMEs) to assist in compliance verification reviews to ensure compliance with ESA, MMPA, NHPA, OCSLA regulations, and/or similar mitigation measures applied to an authorized activity.
