Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Gulf of Mexico OCS Region, Office of Resource Evaluation, Resource Studies Section, in the Marine Minerals Unit (MMU) in Jefferson, Louisiana. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: Provides management direction and exercises a broad range of supervisory responsibility over the employees in the Unit. Reviews work documents of staff. Oversees and coordinates completion of mission/operational duties of the unit including coordinating and preparing marine minerals lease and negotiated agreements; supporting the development of National Environmental Policy Act (NEPA) documents. Analyzes the potential marine minerals impacts of OCS program activities (oil and gas energy, renewable energy, and alternative use). Developing, procuring, and managing marine minerals studies to support the Bureau's mission, supporting GOM Sand Resource Assessment for coastal resiliency and beach replenishment projects, and making data and information available through Marine Minerals Information Systems (MMIS). Advises BOEM and DOI management on policy, guidance, and regulations regarding Bureau marine minerals issues. Leads and/or performs special projects and other duties as assigned, including acting for the Chief as needed. The Bureau of Ocean Energy Management (BOEM) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-14: $122,198 - $158,860 per annum First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BOEM-MMLL-24-AW-062(DEU) for those applicants who wish to apply and be considered under Competitive Examining procedures.

Minimum Qualification Requirements: To qualify for this position you must meet the Basic Educational Requirements AND Specialized Experience for the series/grade to which you are applying. (1) Basic Educational Requirements: Please Note: This position requires specific educational coursework to qualify. Physical Science Series, 1301: Individual Occupational Requirements (1) Basic Educational Requirements: To be eligible for this position, you must meet either A or B below for the series to which you are applying. A. Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Natural Resources Management and Biological Sciences Series, 0401: Individual Occupational Requirements (1) Basic Educational Requirements: To be eligible for this position, you must meet either A or B below for the series to which you are applying. A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. -AND- (2) Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Utilizing expertise in marine minerals or offshore sediment resources related to geological and geophysical data management, resource assessment, leasing, and/or environmental reviews to advise management, stakeholders, or other personnel; 2) Independently evaluating existing internal processes and preparing findings; AND 3) Leading a team of technical staff by providing guidance and coordinating procedures.
