This position is located in the Nursing, Ambulatory Care Service Line, Connecticut VA Medical Center. The HHS acts as a Clinic Coordinator and provides full administrative and management support. The primary purpose of this position is to assist with building, monitoring, and maintaining provider clinical appointment grids, act as a timekeeper and back up timekeeper for all Primary Care T&Ls and ensure smooth clinical administrative operation.

Duties

The Health System Specialist (Clinical Coordinator) will act independently to coordinate and track information relating to the maintenance of all clinic areas. The Clinic Coordinator will be directly responsible for administrative matters such as workplace environment, support staff adjustments, scheduling information, productivity analysis and needs assessment, collection and analysis of performance data. The Clinic Coordinator is the administrative resource for clinic personnel. Patients will focus on this position as a starting point to resolve their own problems. This position will focus on management information, reports, dissemination of information, and effectiveness of both clinical and administrative work methods. The Clinic Coordinator manages several key aspects of the Primary Care clinics. Acts as liaison to VHACO as clinic profile manager. Assists management with decisions on appropriate clinic set up, taking into consideration the number of clinicians, space available, nursing staff and clerical support availability; time frame etc. monitors setups and identifies when adjustments are in order and makes recommendations for adjustments to clinic managers and chiefs. On a daily basis reviews clinic functions, e.g. overbooking of patients, scheduling new patients, resolving consults, reviewing MUMPS, EWL for scheduling errors, and open encounters. Responsibility for all clinic cancellations and requires that the clinicians adhere to policy so that patient care is not compromised. The Clinic Coordinator is responsible for day-to-day issues associated with the clinics. As such he or she works directly with the clinic manager to assign staff to various activities to ensure that productivity and access to care are maximized. Assists with orientation of new staff into standard operating procedures of the clinics. Collects utilization data, assuring that all workload data are captured and appropriately validated. Reviews data and recommends methods to improve productivity and expand services. Works with the clinic manager to set long and short term goals. Provides feedback to staff on the results of data collection and works with staff to develop and implement strategies for improving delivery of care. Investigates patient complaints and incidents, responds and documents outcome. Meets personally with families on specific issues and designs methods of monitoring the feedback o( patient satisfaction with functioning of the clinics. Ensures that there is reliable and timely access to all clinical and non-clinical information necessary for the provisions of high quality care. Maintains time cards for clinic personnel, ensures that exceptions are resolved and assists with weekly audits of personnel. Validates and updates DSS labor mapping data base each pay period. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday; 7:00am - 3:30pm Telework: Ad-hoc basis. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Veterans' preference does not apply for other current permanent Federal agency employees.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. BASIC REQUIREMENTS: This occupation has an IOR - individual occupational requirement for Education and/or experience. Transcripts must be submit with your application packet to be credited. Undergraduate and Graduate Education: Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. or Specialized Experience: A full year of specialized experience in a directly related field building the knowledge base for progressively higher level work in healthcare administration. GRADE DETERMINATION: GS-07 - You must qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, for the GS 07 next lower grade is GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for the grade 07 level you must have successfully completed 1 full year of graduate level education or superior academic achievement. The degree must be relevant to the position to be filled. Transcripts are required at time of application. OR, Combination of Specialized Experience and Education: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education of graduate level education may be used to qualify applicants for positions. The education and experience must be directly related to the work of a Health System Specialist. Physical Requirements: The position involves a great deal of mobility within the clinic area as well as the rest of the medical center. The incumbent must be able to operate a computer terminal and be able to manage multiple activities at one time. The incumbent may need to carry reports or forms and to bend for filing.
