The incumbent serves as a Supervisory Health Systems Specialist (organizational title is Credentialing and Privileging Manager) and is assigned to the Medical Staff Office, which is under the Chief of Staff (COS) at a VAMC. In addition serves as the VAMC's Senior Technical Advisor and as the primary consultant and liaison to the VISN C&P Officer and monitors/audits the VAMC C&P program utilizing VetPro reports, mandatory auditing and reporting tools.

Duties

This position is responsible for working collaboratively with local and VISN leadership to identify and/or implement best practices and advising VAMC leadership of all program requirements pertaining to the Credentialing and Privileging (C&P) program. The incumbent will ensure quality assurance and provide oversight for the VAMC C&P program. The C&P Manager is also responsible to ensure that the Medical Staff Bylaws/Rules and Regulations are reviewed and updated annually (or as needed) to reflect regulations or accreditation standards. Some duties may include: C&P Manager serves as the VAMC's Senior Technical Advisor and as the primary consultant and liaison to the VISN C&P Officer. Monitors and audits the VAMC C&P program utilizing VetPro reports, mandatory auditing and reporting tools. Services as the administrator for NPDB, Federation of Medical Boards and our providers database Provides direct technical and administrative supervision to employees in the C&P office Provides consultation and oversight in FPPE, OPPE, VA policies, regulations and accreditation health care industry standards Serves as the primary consultant for the facility's C&P program Ensures quality assurance in the C&P program, including monitoring and auditing C&P program, managing national level reporting, providing regularly scheduled committee reports Utilization credentialing system including knowledge of the credentialing and privileging process, documentation of primary source verifications, and how to audit credentialing files and reporting functions. C&P Manager is also responsible to ensure that the Medical Staff Bylaws/Rules and Regulations are reviewed and updated annually (or as needed) to reflect regulations or accreditation standards. Coordinates annual committee review of clinical privileges and scope of practice forms, provides SME guidance to credentialing, privileging, adverse privileging actions, NPDB reporting, and SLB reporting Serves as the primary consultant for the facility's Credentialing and Privileging Program, ensures that C&P requirements are completed prior to patient care activities. National Practitioner Databank reporting and queries results; prepares Federal and State Medical Boards reports; tracks State Licensing Board reporting; communicates telehealth provider requirements; manages VetPro access levels and training; assists with Joint Commission surveys, and Office of Inspector General and Government Accountability Office reviews. Qualifications

To qualify for this position, applicants must meet all requirements by 30 calendar days of the closing date of this announcement, 09/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. AND INDIVIDUAL OCCUPATIONAL REQUIREMENTS (IOR): In order to qualify for this position, your application must demonstrate that you meet at least one of the following Individual Occupational Requirements: Education: Completion of an undergraduate or higher level degree that includes a major of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Experience: Progressively responsible analytical, administrative, clinical management, or supervisory experience in the health care field performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. This work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and include: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the Individual Occupational Requirements, you must also meet the specialized experience for this grade level, as stated below. GS-12 Grade level Qualifications: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Providing direct technical and administrative supervision to employees in the C&P office, providing consultation and oversight in FPPE, OPPE, VA policies, regulations and accreditation health care industry standards. Serving as the primary consultant for the facility's C&P program and ensuring quality assurance in the C&P program, including monitoring and auditing C&P program, managing national level reporting, providing regularly scheduled committee reports. Utilizing credentialing system including knowledge of the credentialing and privileging process, documentation of primary source verifications, and how to audit credentialing files and reporting functions. Serving as the primary consultant for the facility's Credentialing and Privileging Program, ensuring that C&P requirements are completed prior to patient care activities. Supervisory Abilities: This is a supervisory position, in addition to the qualification requirements described above, must have demonstrated in their work experience or training, that they possess, or have the potential to develop, the qualities of successful management, as required for the position. Physical Requirements and Work Environment: The work is primarily sedentary; although, some slight physical effort is required. Work may be performed in a clinical setting to observe program operations and trainee work environments. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. There may be a certain amount of pressure due to time constraints. There is extensive use of computer systems. Occasional travel including site visits to other VHA field sites and academic affiliates is required. The work is performed in a typical office environment within a clinical setting. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the position to various resultant environmental changes.
