This position is located in the Department of Homeland Security, U.S. Coast Guard (USCG), Assistant Commandant for Human Resources, US Coast Guard Headquarters, Personnel Management Directorate, Workforce Planning and Human Resources Analytics (CG-1B2), Washington, DC.

Duties

You will serve as an Operations Research Analyst in CG-1B2 primarily supporting the Commandant’s strategic diversity and inclusion plan.

Qualifications

A. Basic Requirements: Bachelor's degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. B. Combination of education and experience--courses as shown in A above, PLUS appropriate experience or additional education. The experience should have included a range of professional operations research analysis work such as conducting studies and investigations of systems and their relationships involving scientific, statistical, mathematical, and/or economic analysis using mathematical models to develop and assess methods or solve problems. In addition to the basic qualification requirements, candidates must have 1 year of specialized experience equivalent to at least the GS- 12 level in the Federal service. Examples of specialized experience include:  - developing, overseeing, applying and reviewing the models and analyses as forecasting and trend analysis tools; - using extensive operations research skills and knowledge in advising or assisting other Operations Research Analysts in developing models/analyses to respond to specific workforce issues; - regularly evaluating workforce trends and identifying potential problems or issues that should be presented to senior management; - making recommendations for actions which would solve specific problems while outlining impacts of benefits and cost to the workforce and maintaining and developing a system of long and short-term workforce planning mathematical models as tools in managing workforce flow. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
