About the Position: As an Engineering Technician, you will provide technical assistance to project chiefs and supervisors relative to the establishment and execution of the structural repair and maintenance program of structures of a designated Project Office, such as locks, dams, control stations, tainter gates, roller gates, miter gates, shops, yards, recreation areas, offices and appurtenances.
Duties
Maintain all engineering phases of the detailed planning operations and maintenance accomplished through construction or service contracts, hired labor, or a combination of both.
Consult with Operations Division personnel, Contracting Division, Engineering Division and Cost Engineering and Specifications Section and others to obtain information on which to base estimates for inclusion in the District budget.
Advise and provide direction, planning, and policy development and execution within a Project to ensure the effective and efficient implementation of new and existing engineering and quality assurance policies, training, and tools.
Analyze, diagnose, and review work processes and procedures to ensure efficiency and identifies/recommends appropriate solutions for often complex processes that commonly include interoffice staff, customers, vendors, stakeholders and section staff.
Perform a variety of technical and administrative assistance type work in support of project functions requiring the application of technical and administrative knowledge relative to maintenance program and field operations.
Perform field engineering work to develop site plans to be used in the completion of maintenance and construction activities.
Apply a wide range of established procedures and engineering principles and practices required for the acquisition of complex and technical equipment, systems, and their components.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess and maintain a valid stateside driver's license.
- One year trial/probationary period may be required.

To qualify at the GS-08 grade level: One year of specialized experience which includes assisting with wide variety of test and inspection techniques to various engineering aspects to assist with on-site determinations and/or recommendations AND assist with preparing and/or interpreting drawings, plans, specifications, and/or cost estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
To qualify for the GS-09 grade level: One year of specialized experience which includes applying a wide variety of test and inspection techniques to various engineering aspects to make on-site determinations and/or recommendations AND preparing and/or interpreting drawings, plans, specifications, and/or cost estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
To qualify for the GS-10 grade level: One year of specialized experience which includes applying a wide variety of test and inspection techniques to various engineering aspects to make on-site determinations and/or recommendations; preparing and/or interpreting drawings, plans, specifications, and/or cost estimates; AND performing technical reviews of contract prepared designs and specifications for maintenance and/or construction activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
To qualify for the GS-11 grade level: One year of specialized experience which includes applying a wide variety of test and inspection techniques to various engineering aspects to make on-site determinations and/or recommendations; preparing and/or interpreting drawings, plans, specifications, and/or cost estimates; performing technical reviews of contract prepared designs and specifications for maintenance and/or construction activities; AND assessing program effectiveness or analyzing a variety of unusual conditions, problems, or questions for maintenance and/or construction activities.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
