The primary purpose of this position is to serve as a staff acquisition program manager responsible for developing, establishing, implementing, and deploying processes used by acquisition program managers in accomplishing contractual, financial, and technical aspects of a program or project through designated phases of the acquisition cycle.

Duties

Develop, implement, and control contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist. Plan, organize, direct, and coordinate activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. Review and direct the progress of contractors in meeting program objectives. Represent the organization at executive levels within the Government and to contractor/industry representatives. Prepare, present, defend, and interpret staff studies to the Program Director and/or other management officials.

  • The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • Employee may be required to work overtime.
  • Employee is expected to meet Continuing Acquisition Education requirements.
  • The work is mostly sedentary, although there may be some walking, bending, and climbing associated with on-site inspections.
  • The work is primarily performed in an office setting. Some work may be performed at industrial and manufacturing facilities, field sites, and test ranges.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience comprehensive knowledge of the principles, polices, and practices of systems and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems and equipment; Knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of systems acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program management and direction; Skill to plan, organize, and direct teamwork, and to negotiate effectively with management; Ability to gather and analyze a variety of program information, make sound judgments concerning program progress. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management. 2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process. 4. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. 5. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
