The position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). This position functions as Administrative Officer (AO) for the Department of Nursing Acute Care, Nursing Services, Phoenix VA Medical Center, located in the medical center, and is responsible for the coordination and monitoring of all Nursing Acute Care administrative programs.
Duties
Duties include, but may not be limited to the following:
Provides oversight into the administrative aspects of the Nursing Acute Care.
Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management, and data management within the division Reviews and audits procedures and practices to ensure compliance with contract and applicable law.
Designs and implements policies, and procedures to manage administrative and personnel related functions.
Reviews and evaluates guidance on various functions and procedures, identifies problem areas, and implements or recommends actions to improve procedures and increase efficiency, eliminate problems, and conform to policy requirements.
Participates in regular meetings with leadership and other senior level staff to address administrative management issues, resolve problems, and provide recommendations for correcting or improving processes and programs.
Compiles information and prepares administrative reports for management briefings and for sharing with work groups.
Reviews, plans, and recommends actions to be taken.
Takes independent action to secure the required administrative and managerial support to meet operating requirements.
Monitors balances, and status of projects, fund control points (FCP), and recommends reprogramming of funds as needed.
Verifies availability of funds for each of the account categories daily to prevent over obligations in and of the FCPs, subaccounts or general accounts.
Responsible for ensuring all action items and VHA Office of Workforce Management and Consulting responses are addressed and submitted timely.
Addresses any Environment of Care issues in the Nursing Acute Care Department to correct any deficiencies.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Independently develops, plans, issues, and implements procedures to comply with directives concerning administrative matters, in addition to tracking and supporting clinical directives. Manages budget formulation (Acute Care program funds, Nursing Acute Care funds, Veteran's Acute Care funds, etc.), justification and execution for a changing budget of administrative expenses involving different funding sources. Handles and coordinates sensitive information on behalf of the of the Nursing Acute Care Department and other management officials, including audits and investigations. Prepares proposals for work, acting as a Contracting Officers Representative (COR) for equipment and service procurements, and/or maintaining procurement records. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary and is usually accomplished while seated at a desk or table, typically in an adequately lighted and climate controlled office. Some standing, walking, bending and lifting (up to 40 lbs.) is required. Physical exertions including stretching, reaching and pulling or pushing cares occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
