This position is located in the Government Accountability Office (GAO), Office of Opportunity and Inclusiveness (O&I), as an Equal Opportunity Investigator (Anti-Harassment), you will serve as an Anti-Harassment Policy investigator. You will perform work to investigate issues and situations involving alleged violations of GAO's Anti-Harassment Policy.
Duties
As an Equal Opportunity Investigator (Anti-Harassment), PT-1860-2, your typical work assignments may include the following:
Plan, conduct and analyze investigations of sensitive Anti-Harassment Policy allegations and other workplace complaints in an efficient, thorough, and professional manner.
Conduct a thorough, objective and comprehensive investigation of each allegation, being careful to accurately document facts, events and conditions related to the complainants concerns.
Interview witnesses, including staff at all levels of the organization, using appropriate tact and impartiality to improve the customer experience.
Prepares outstanding, well-written Report of Investigation which includes a narrative summary of the complainant's allegations, statements from witnesses, and the investigator's assessment as to the extent to which the policy was violated, among other things.
Continuously appraises the Anti-Harassment Program Manager of the progress of the investigation, participate in the change management of the program by providing input and feedback to the program manager. Modifies and develops new methodologies in presenting and implementing Anti-Harassment policies.
Gather evidence through witness interviews, affidavits, written requests for information, lead developed by the investigator, research, and when appropriate, coordination with other GAO personnel (e.g. video surveillance, administrative records). In all such evidence gathering activities, asks appropriate questions during interviews using trauma informed methodology.
Qualifications
You may qualify at the Equal Opportunity Investigator( Anti-Harassment), Band PT-2 level, if you fulfill the following qualification requirement:
Applicant must have 1 year (52 Weeks) of specialized experience equivalent to the next lower band level PT-1 or GS-11 grade level in the Federal service which has equipped the applicant with the abilities, skills and knowledge to successfully perform the duties of the position.
Specialized experience is defined as experience (1) planning and conducting investigations; and (2) interviewing witnesses; and (3) conducting a through and objective comprehensive investigation of each allegation while accurately documenting facts and events which include gathering evidence through witness interviews, affidavits, written request for information and other sources; and (4) preparing well-written report of investigations which include a narrative summary of the complainants allegations, statements from witnesses, and investigator's assessment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
