As a Program Manager at the GS-0340-14, you will be part of Retirement Services, Office of Personnel Management. The Incumbent will manage a Branch with several staff members and a portfolio of products and projects. You will oversee the delivery of products, services, and provide oversight of government and contractor personnel to implement continuous improvement of the Retirement systems.
Duties
Serving as a Product Manager covering multiple online products available to the public and other Federal agencies.
Overseeing activities and work of a Branch including long and short-term strategic goals.
Directing a team of resources, both federal and contractor, to plan, design, pilot, and implement initiatives.
Maintaining strategic partnerships and working collaboratively with external partners such as other Federal agencies, human resource, and payroll personnel.
Serving as a Contracting Officer Representative (COR).
Qualifications
For the GS 14: You must have at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service that includes:
1) Managing online product(s) and providing services to manage Federal Retirement benefits;
2) Overseeing a team in the implementation of online products and providing continuous improvements and new features;
3)Providing direction in accomplishing work assignments related to Federal Retirement programs including establishing clear expectations, providing regular feedback, and fostering a collaborative and inclusive work environment to achieve optimal team performance;
4) Collaborating with internal and external stakeholders regarding Federal Retirement processing.
A Contracting Officer Representative (COR) certification is not required to qualify, but it is highly desirable to perform the duties of this position.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level.
