Performs duties directly contributing to the administrative management of health care delivery for the VA Greater Los Angeles Healthcare System. Duties require the ability to apply the specialized principles and practices of health care management in directing or supporting a health care delivery system to one or a group of contracted clinics with the responsibility for administrative management for that health care delivery.
Duties
Duties include but are not limited to:
Incumbent is designated, as Community-Based Outpatient Clinic Coordinator (CBOC) is responsible for the administration of contract CBOCs for delivery of primary care services to enrolled veterans.
Responsible for planning, implementing, directing and controlling eligibility for medical/heath care.
Monitors and intervenes with patient transfers, exchange of beneficiary information, coordination of follow-up care within the Veterans Affairs Greater Los Angeles VA Healthcare System (VAGLAHS).
work independently under the general supervision of the Associate Director for Primary and Ambulatory Care.
Responsible for setting priorities, accomplishing assignments and coordinating the work of others.
Analyzing and implementing procedures required to smoothly accomplish the timely processing of applicants and referrals to the contract programs and administrative eligibility.
Monitors and ensures contractor compliance with contract provisions.
Assumes primary responsibility for ensuring that patients assigned to the contracts receive care consistent to that of VAGLAHS staff facilities and have appropriate and timely access to the VAGLAHS full continuum of health services including inpatient, specialty outpatient and extended care services.
Establishes operating guidelines, assigns work requirements, coordinates activities, resolves technical work problems not covered by established policies and resolves differences between administrative, personnel and clinical staff.
Identifies and reports all inpatient and outpatient workload and special services accurately.
Identifies areas of inaccuracy or fiscal vulnerability, determines causes and develops corrective measures and advises the Associate Director for Primary and Ambulatory Care.
Ensures the timely and accurate submission of recurring and non recurring reports, including workload reports, timeliness and customer satisfaction studies, patient demand and utilization analyses.
Conducts personal interviews with veterans, their family members and/or representatives on grievances regarding entitlement or services rendered.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: (In addition to meeting time and grade)You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing assistance in the oversight, management, and/or coordination of a health care program and/or services; performing personnel management and administration responsibilities for an organization with varied functions and activities; managing and coordinates online communication tools such as internal SharePoint websites and other related informational tools; applying knowledge of policies, regulations, and guidelines pertaining to the effective operation of a program, coordinating activities, tracking costs/budget, etc.; and establishing and maintaining effective working relationships at all levels of key management officials and charitable organizations/sponsors, applying tact, ingenuity, and resourcefulness. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
Working Conditions: Work is typically performed in an adequately lighted and climate controlled offices and will require travel to an from contracted sites.
