About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the NETCOM/9TH ASC 311th Signal Command (Theater) G-2 Intel, Fort Shafter, HI.

Duties

Serves as the Command Security Manager, developing long-range security policies, systems, methods, and techniques in multi-discipline security programs. Manages the Command's Personnel, Information, Physical, Industrial Security, Foreign Disclosure, and Sensitive Compartmented Information Facility program. Evaluates information submitted by investigative agencies regarding the background of civilian and military employees and provides definitive guidance regarding investigative requirements. Interprets personnel security regulations and provides authoritative guidance regarding requirements for personnel security clearances, SCI access, interpretation of regulations and adjudicative guidelines. Adjudicates derogatory loyalty and/or adverse suitability information resulting from initial investigations of new appointees. Develops and implements policies and procedures on physical security and crime prevention to include backup procedures, issuance and control of access cards to protect personnel and property.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Subject to random polygraph examination under the provisions of Chapter 8, Department of the Army Cryptographic Access Program (DACAP), AR 380-40.
  • Develops and implements policies and procedures on physical security and crime prevention to include backup procedures, issuance and control of access cards to protect personnel and property.
  • Must be able to obtain, within one year of employment, and maintain the Special Security Officer Course.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

Specialized Experience: One year of experience which includes security program management of Information Security (INFOSEC), Personnel Security (PERSEC), and Industrial Security (INDUSEC); AND providing security update briefings to organization. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS/GG-12). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsIndustrial SecurityInformation SecurityPersonnel Security Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
