The primary purpose of this position is to exercise first level supervisory and position management responsibilities over subordinate employees. Directs work activities through subordinates with responsibility for maintaining a current knowledge and guiding subordinate employees to provide advice, accountability, and expertise.
Duties
Exercises technical and administrative supervisory personnel management responsibilities for 25% or more of the duty time.
Plans, organizes, and directs the activities of the Strategic Workforce Planning and Shaping Branch, ensuring compliance with legal and regulatory requirements and that customer's needs are met.
Represents the Personnel Programs Division across AFSC on various personnel matters in diverse and complex organizations.
Serves as senior expert in developing and executing Center wide policy for a number of far reaching human resources projects.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

Qualifications
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade NGS-11 or equivalent in the Federal Service. Specialized experience must include experience advising and providing counsel to employees regarding policies, procedures, and directives of management. Establishing policies and procedures for accomplishment of strategic workforce planning and shaping goals and objectives. Planning work to be accomplished by subordinates, setting and adjusting priorities, and preparing schedules.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of a wide range of human resources concepts, case law, principles, practices and regulatory requirements sufficient to develop Center policies and guidance, perform detailed analyses and advise senior managers on related policy.
2. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
3. Knowledge and understanding of complex federal Human Resource Management functions. theories, and techniques and their relation to the various HR disciplines.
4. Knowledge of personnel safety, security and management, EEO regulations, procedures and practices, and Merit System principles and intent.
5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organizational unit.
6. Ability to utilize AoP concepts and principles to analyze, plan, and adjust work operations to meet unit requirements and objectives.
7. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
