Duties
Perform the following duties and responsibilities:
Assemble ongoing data collection and performs analysis to determine optimal organizational performance.
Develop initiatives which will enable the facility to provide quality health care to its population while operating in a more effective and efficient manner.
Perform a continuing evaluation and analysis to assess program effectiveness and to identify areas requiring management attention.
Develop training i.e. materials, local standard operating procedure (SOP) manuals, develops, utilizes monitoring tools, and/or provides for the implementation of Business Office programs through on-site education and training.
Assure system inefficiencies and develops studies or data collection techniques related to specific identified problems.
Collaborate with other staff to identify information needs and/or develops data collection methods and report formats to meet those needs.
Operate compile, summarize, and analyze the data collected and/or develop reports which reflect the scope of activities and identifies trends and opportunities for improvement.
Represent the coordination, planning, implementation, training for service and/or facility staff in business and functional areas for various information technology VISTA packages.
Reports as the functional "expert" for matters relating Consult Tracking Manager, VetText, Audiocare, and PCI
Provide training on other service packages, such as Pharmacy, Radiology, Laboratory, and Health Summary, as they relate to the business office process.
Implement business contingency plans for system failure specifically addressing manual system backup plans addressing how day to day business will be conducted for long and short-term outages.
Analyze utilization trend data on a monthly/quarterly basis to verify the accuracy of the data, identify problem areas, provide objective assessments, prioritize identified problems, analyze variances and/or recommend appropriate actions.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Full-Time, Monday - Friday 8:00am - 4:30pm
Telework: Ad Hoc may be authorized at Supervisory discretion

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and for GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify at the GS-09 grade level based on your experience and/or education as described below:
Specialized Experience: (In addition to meeting Time and Grade) You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
