The primary purpose of this position is to serve as a USAF Headquarters level Program Analyst providing support in implementing processes and procedures to identify, prioritize and assess critical capabilities/assets, systems, and infrastructure essential to the operation of DoD and Air Force missions.

Duties

Executes Air Force efforts to identify task critical assets. Participates in the Pre-site Survey/visits for mission assurance assessments to validate asset data, determine criticality, and obtain information as necessary. Performs a broad range of qualitative and quantitative analyses of information IA W USAF CARM and Mission Assurance Program policies.

Qualifications

This is a Term position NTE 29 DEC 2024; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of mission decomposition utilizing Mission Essential Functions, (MEFs), {METs) OPLANs and CONPLANs to identify the most critical assets/systems/capabilities. Thorough knowledge of National Security Strategy, National Defense Strategy, National Military Strategy, and the relationship of the various Air Force entities involved in overall planning and execution of operations in support of these strategies. Expert knowledge of Air Force Operations related to Space, Cyber, Nuclear, Mobility, JSR, Command & Control Networks, Swift Recovery and Strike Missions. Knowledge and experience working with the Universal Joint Task List (UJTL), Defense Readiness Reporting System (DRRS) or its legacy systems, and operational plans. Expert knowledge understanding of critical assessment risk assessment processes and the use of database systems such as the Strategic Mission Assurance Database System (SMADS) or AF Critical Asset Management System (AFCAMS), or equivalent DoDIDHS data systems. Expert knowledge needed to identify inter- and intra-dependencies which could impact capabilities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth understanding and knowledge of the Air Force operations and MAJCOM Critical Asset Risk Management (CARM) Program to analyze, articulate and advocate for CARM oversight initiatives in support of mission objectives. 2. Working knowledge of Air Force Space and Missile Systems, Intelligence, Surveillance and Reconnaissance. Possesses highly effective oral and written communication skills in order to conduct briefings, analyze, prepare and review correspondence and training documents, and present sensitive and sometimes controversial material and recommendations to higher authority and other Government agencies. (ISR) Systems, Nuclear Surety and Intercontinental Ballistic Missile (ICBM) Systems, Aircraft Systems, Cyber Systems and Communications Networks required for mission survivability, resiliency, and swift recovery missions sufficient to determine validity of a critical asset designation IA W DOD standards. 3. In-depth knowledge and understanding of Critical Asset Identification Process (CAIP), operational mission decomposition and TCA dependency analyst. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 4. Comprehensive knowledge of organizational structure and relationships that exist between the Joint Staff, the Air Staff, the combatant commanders, the component commanders, the AF MAJCOMs, IMSC, and installations in conducting Joint and AF planning. 5. Working knowledge of CARM process identification and documentation to include use of TCA databases. 6. Knowledge & ability to understand the roles of Combatant Commands, Joint Staff, MAJCOM, AFIMSC and AF Title 10. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
