The primary purpose of this position is to serve as the Program Specialist for Onboarding confidential assistant to the Resource Manager. This role includes a myriad of administrative duties to include program administration and support for onboarding (vouchering, Nurse boards, and credentialing for dependent providers. This position is located at the Marion, Indiana facility, in Patient Care Service.

Duties

Provides assistance and guidance to employees and supervisors on the most appropriate methods and alternate methods of dealing with recruitment and retention situations. Coordinates job fair/recruitment events and funding allocation with the Nursing Recruitment Office and consults with Human Resource Specialist/HR. Assistants on technical advice regarding HR policy/regulations changes. Maintains recruiting contacts with personnel services, local colleges and universities, other VA Specialists, vocational agencies, and minority organizations and participating in nationwide recruitment activities coordinated through VA Central Office. Responds to recruitment and application procedural inquiries and completes correspondence in a timely manner. Facilitates, coordinates, plans, develops, and implements on-boarding processes to streamline and facilitate the hiring processes. Independently gathers background information, prepares agenda for various meetings. Arranges and attends meetings, records minutes, and ensures timely distribution of minutes. Use sound judgment when determining release of information based upon the nature or degree of sensitivity of the information and the requestor's authority to receive the information. Conducts face to face dialogue with staff and unscheduled visitors/applicants, while maintaining a positive non-judgmental attitude towards all customers. Ability to prepare agenda items from previous meeting minutes, tracking all open areas of reporting until completion. Ability to take, prepare and distribute meeting minutes. Skill in written communication to organize ideas and present findings in a logical manner and to prepare material complicated by short deadlines. Ability to work effectively under the pressure of stringent time frames and rigid deadlines Resolves inconsistencies based upon information provided by the applicants, current staff and verifying bodies. Incumbent must maintain accurate and complete information in the Vet-Pro database. Knowledge of grammar, spelling, punctuation, and ability to edit documents to produce a final product which is grammatically and stylistically correct. Detailed knowledge of VHA's format style for preparing correspondence is required. Work involves use of an automated system, reporting functions, and knowledge of the operations in order to perform in a timely manner. Follows applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the computer access agreement that the employee signs. Knowledge of typing, use of general office equipment, various computer software, to include word processing, spreadsheets and databases, computer concepts, terminology, and use. Executes office automation functions such as storing and retrieving electronic documents and files; activating printers; inserting and deleting text; formatting letters, reports and memorandum; and transmitting and receiving email. Uses Microsoft Excel or other comparable spreadsheet software to develop and change spreadsheets in order to graphically display data. Ability to coordinate and conduct in-service briefings to managers regarding workload statistics and projected losses. Completes projects and/or recommendations are reviewed by the Resource Manager for compatibility with organizational goals, guidelines, and effectiveness in achieving the intended objectives. Uses judgment and discretion in interpreting and adapting existing policies and regulatory guidance to specific issues and for use by others within or outside the Medical Center. Gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations of the credentialing and privileging program. Work Schedule: Monday - Friday, 7:30 am - 4:00 pm (Subject to change depending on the needs of the agency). Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Incumbent's office is located in a separate building from the immediate supervisor. Incumbent is required to travel from building to building in all weather conditions.
