The incumbent works in the VA Sheridan Healthcare System located in Sheridan, WY and provides program administrative and technical assistance in the day-to-day Beneficiary Travel operations, program planning, and completes special projects as assigned. **Relocation/Recruitment incentives are authorized for highly qualified candidates

Duties

Duties include but are not limited to: Demonstrates expert knowledge and technical proficiency in the Beneficiary Travel program administration using eligibility criteria and regulatory authorities to appropriately administer program benefits to eligible Veterans and caretakers. Collaborates in a customer-driven, professional environment to develop new models that emphasize prevention, improve access and coordination of care; Educate and empower patients and their families Enhance the customer experience with positive human interactions, therapeutic alliances, and promote the coordination, continuity, and integration of care. Demonstrates flexibility, integrity, and accountability with a work ethic that emphasizes excellence and quality Determines eligibility for government-sponsored travel using applicable federal regulations and policies for program benefits. Reviews and processes external documentation and waiver requests submitted for transportation reimbursement to determine travel eligibility for government payment. Prepares and processes claims for travel reimbursement to eligible beneficiaries and communicates eligibility criteria to Veterans. Determines the proper fund control point to use, obligates the functions, maintains both manual and electronic accounting records, and performs reconciliations and adjustments of account balances. Communicates with Veterans, families, and internal and external stakeholders daily in person and via the phone, e-mail, and regular mail. Arranges all modes of transportation ambulance, bus and/or independent transports in a timely fashion. Scheduling and coordinating travel involves transportation preparations, verifying Veteran eligibility for VA or contracted transportation benefits, communicating, and coordinating transportation specifics with the Veteran, Medical Center staff and appropriate transportation entity. Proficiently and accurately creates a travel record while adhering to national, VISN, and local policies and procedures governing data integrity. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred skills: Ability to multitask; adaptability in a stressful environment; strong computer skills You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing transportation support duties such as coordinating connections/scheduling; documenting travel information; collecting, compiling, and tracking data on a daily basis; performing basic analysis of data and generates a variety of reports; entering data into automated tracking data bases; planning and directing a program that provides support services. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The duties and responsibilities of the position is sedentary with some standing, stooping, reaching, and lifting to 20 pounds. The incumbent must be always composed when assisting veterans and their families.
