The Program Analyst serves as the Medical Malpractice Tort Claim Manager within the Quality Management Service at the Greater Los Angeles VHA. The incumbent serves as the Medical Malpractice Tort Claim Manager and reports to the Director of Quality Management in the performance of these activities. Incumbent contributes to GLA's mission, vision, and values by planning, designing, implementing, and maintaining an appropriate and effective medical malpractice tort claims program.

Duties

Duties include but are not limited to: Responsible for managing the GLA Medical Malpractice Tort Claim Program and all related medical center policies and procedures that address areas such assigning cases to medical experts for review, coordination of complex medical responses to legal inquires as the relate to claims. Research and analyze problems, issues, and program requirements to provide expert advice on complex program issues. Responsible for researching new developments and requirements in the Medical Malpractice Tort Claim Program environment. Develops a Risk Assessment and Auditing Plan identifying and addressing potential and actual risk areas. Identifies and determines training priorities that address deficiencies in physician medical malpractice tort claims and all other areas related to medical malpractice tort claim program and assist in the development and implementation of proposed and required education as required. Evaluates current training and education to determine the effectiveness and appropriateness of content and delivery methodology and recommend changes for improvement. Responsible for ensuring that training and education is updated to reflect changes in the regulatory environment. Provides authoritative guidance to management, medical staff, and individual departments so that clinical, research, and administrative managers are aware of their continual responsibility to comply with regulatory compliance requirements. Distributes and communicates all written policies, procedures, and practices that promote VAGLAHS's commitment to clinical administrative integrity. Provides advisory support for inquiries regarding VA and VAGLAHS medical malpractice tort claim policies, procedures, and practices and interact with employees to ensure understanding of GLA's medical malpractice tort claim initiatives. Interacts with facility management, government agencies, contractors, Regional Counsel, and other staff to ensure an understanding of health system initiatives towards medical malpractice tort claim integrity. Coordinates efforts to communicate medical malpractice tort claim information which addresses identified risk areas, including results from consultant reviews/internal reviews to those operational areas that would be affected by any revisions to current processes and procedures. Responsible for obtaining and coordinating data with Human Resources, the Chief of Staff, and clinical Department Chiefs. Provides written and oral reports to the VISN 22 Medical Legal Risk Management Committee on a quarterly basis regarding the status and actions of the medical malpractice tort claim program. Develop and utilize audit and/or other evaluation techniques to monitor medical malpractice tort claim and to assist in the reduction of identified problem and risk areas. Investigate and analyze adverse tort claims trends and/or conditions and recommend and/or initiate appropriate corrective action. Responsible for initiating investigations, when appropriate, on issues involving tort claim administrative non-compliance that are discovered on physical rounds, audits and/or reported by another source. Responsible coordinating with Department Chiefs and the Chief of Staff to address specific identified risks and audits as necessary. Participates in special projects which may include include studies, training programs, and organizational strategies for identifying opportunities to improve departmental and/or program specific customer service and operational efficiency and effectiveness. Conceive and implement, with the approval of the Director Quality Management, new initiatives, and projects to strengthen, facilitate, and integrate program and will undertake or participate in special projects, ongoing analyses, investigations and initiatives that have high priority for QM and/or executive leadership. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of Federal Tort Claims Act and the Federal Tort Claims process. Knowledge of legal components. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Master's. You will be rated on the following Competencies for this position: AuditingEducation and TrainingResearch Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Normal amount of sitting, walking, standing and carrying. There is frequent use of a computer terminal and keyboard. Visits to departments, units, buildings and sites within GLA will be done routinely. May be subject to stressful situations due to short turnaround ties on assignments.
