The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data.
Duties
Engage and influence key stakeholders to support the ODNI's Key objectives.
Direct and oversee national intelligence issues related to the area of responsibility, set collection, analysis and Intelligence operations priorities that has an impact on IC, ODNI, directorates or components, or external partners.
Lead the following IC functional areas: IC Enterprise Capabilities including oversight of key systems solutions, IC Workforce Resource Planning & Programming, IC Workforce Legislation, and Strategy & Guidance Assessments.
Serve as the principal adviser to the IC Chief Human Capital Officer and ODNI leadership in areas of responsibility.
Support end-to-end IC-wide enterprise technical solutions including requirements' development, acquisition processes, identifying IC agency to provide service of common concern, and project implementation.
Ensure that ODNI responsibilities described in ODNI Intelligence Community Directives (ICD) are met. Respond to inquiries and requirements from Congress, GAO, OMB and elsewhere on various human capital topics.
Brief congressional staff and representatives of other organizations to ensure that IC HC's equities and programs are represented.
Provide strategy development and implementation, and strategic recommendations for the implementation of short and long-term efforts affecting IC-wide human capital programs and resources.
All functions require collaboration with Federal, IC & Private Sector HC elements, collection and analysis of data, and strategic planning.
Manage the IC Joint Duty and rotational programs, to include the Centers for Foreign Relations program, to ensure assignment and job experience meet the intent of the programs.
Develop and manage IC corporate Intelligence Learning Network programs. Oversee Communities of Practice and encourage innovation, collaboration, and cooperation.
Foster an environment of inclusiveness and collaboration and support the development, recruitment, and retention of a diverse workforce.
Lead a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development.
Interact with managers to ensure compliance and collaboration with policies which aides in developing the organizational culture.
Qualifications
Mandatory Requirements:
3-5 years of extensive experience with human capital policies and practices.
Expert knowledge of full cycle program management processes for enterprise solutions. Superior ability to plan, manage, and complete a complex, multi-faceted project involving government and contractor personnel.
At least 5 years of experience in human capital or related field within the IC, DoD, or other Federal Government agency.
Expert experience with human capital policies and practices.
1-3 years knowledge and experience of full cycle program management processes for enterprise solutions.
Superior ability to plan, manage, and complete a complex, multi-faceted project involving government and contractor personnel.
1-3 years of experience in planning, designing, developing, and implementing innovate workforce strategies and solutions in large, complex organizations.
Education
Bachelor's Degree.
