This vacancy is for a Supervisory International Trade Specialist in the International Trade Administration within the Department of Commerce.
Duties
As a Supervisory International Trade Specialist, you will:
Serve as an expert advisor in the development of policy guidance and program recommendations concerning multilateral trade, foreign governments' compliance with international trade agreements, and the development of rules and disciplines within trade and investment agreements.
Supervise and direct staff who identify foreign trade or investment barriers caused by non-compliance, including establishing performance standards, and completing performance reviews and other related evaluations.
Monitor to ensure the assigned trade agreements and statutory responsibilities are met. The primary focus areas relate to steel and aluminum licensing, monitoring and policy and relate to the administration of foreign trade zones (FTZs) and FTZ policy.
Advance strategic communications, i.e., outreach to partners and stakeholders (including industry, ITA, State, USTR and other USG agencies, trade associations, NGOs, and foreign governments, as appropriate to develop knowledge of issues and advance policy interests and collaboration.
Collaborate in efforts with leadership to plan, manage, and assure effectiveness of all Trade Agreements Policy and Negotiations (TAPN).
Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-14 level, you must meet the specialized experience requirement described below:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:
Experience serving as a technical expert in international trade negotiations and the removal of trade barriers.
Experience serving as a supervisor and/or Team Lead who assigned trade barrier case reviews and assessments to staff, with a focus on relevance to specific trade agreement(s) and other trade policy matters.
Experience overseeing and managing the workload to ensure goals and objectives are met.
Experience implementing trade policy goals, strategies, programs, and new initiatives.
Experience communicating international trade related information to governmental and/or non-governmental organizations.
