The primary purpose of this position is: To manage all operations resource and aviation management activities for Air Reserve Personnel Center (ARPC).
Duties
Aircrew Aviation Resource Managment.
Technical Guidance and Training.
Aircrew Incentive Pay.
Aviation Resource Management System (ARMS) Database Management.
Processing of Flying Evaluation Boards (FEB), Aeronautical Rating Boards {ARB), and Non-rated Aviation Service Disqualification Packages: Analyzes information supplied by board members against applicable regulatory guidance in order to make sound recommendations to the approval authorities.

- May be required to fly in commercial and military aircraft to perform temporary duty assignments and uncommon tours of duty.
- Three (3) years recent experience in Operations Resource Management is desirable.
- Experience in management of Air Force Reserve unique requirements ranging from AFTP/AGTP, AFRCs Unique Aircrew Flying Description (POD) writing for the purpose of identifying required mission work is desirable.
- Must be able to obtain and maintain a SECRET security clearance.

This is a Designated by Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a Mandatory Requirement for Employment in this TDP, the incumbent is (a) to refrain from use of illegal drugs and (b) if requested submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of and skill in interpreting, explaining and applying flight management policies, and procedures as they related to weapon employment and systems, automated flight, and training records; extensive knowledge of ARMS and its associated programs, interface requirements, Oracle report writer language, aircrew flight records and maintenance; and in-depth knowledge of aviation service eligibility, aircrew rating requirements, aircrew incentive pay requirements, career enlisted flying incentive pay requirements, hazardous duty incentive pay requirements, conditional incentive pay requirements in relationship to reserve status codes, the AFRC automated incentive pay program, and aircrew compliment.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Through knowledge of operations principles, policies, and procedures and comprehensive knowledge of operations support programs, concepts, practices, and requirements unique to HQ ARPC.
2. Ability to work in high stress, rapid response situations.
3. Knowledge of aircraft types and aircrew composition. Knowledge and skill in applying analytical and investigative techniques to measure the effectiveness, efficiency, and productivity of Air Force and AFRC aircrew resource management programs for the purpose of extracting and presenting aircrew flight management data.
4. Skill and ability to prepare project and staff reports and to deliver briefings to the command's senior staff management personnel at all levels. Ability to plan, organize, and conduct training and information workshops and communicate effectively, both orally and in writing.
5. Knowledge of aviation service eligibility directives.
6. Ability to operate ARMS and knowledge of ARMS infrastructure, system interfaces, database, related directives/instructions, policies, and procedures as well as troubleshoot/resolve system technical problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
