This position located in Wrangell-St Elias National Park and Preserve, in the Resources Division. This is a temporary promotion or detail not to exceed 1 year, and can be extended up to 4 years. This temporary promotion may be made permanent without further competition. Government housing is not available for this position.

Duties

Serves as a principal advisor in the management of cultural resources and is responsible for program development and implementation at Wrangell-St. Elias National Park & Preserve Develops and implements long range plans for the inventory, evaluation, documentation, preservation, research, and interpretation of the park's cultural resources including archeological sites, cultural landscapes, historic structures, and ethnographic resources Evaluates and incorporates latest scientific research, best practices, guidelines, and legal requirements into the successful management of cultural resources Develops and maintains effective working relationships with other agencies, Tribal partners, the State Historic Preservation Office, community members, and other entities Makes presentations in the park, in public meetings, and at professional meetings; provides for public involvement, including Alaska Native and other traditionally associated groups, in sensitive or potentially controversial issues

Qualifications

All qualifications must be met by the closing date of this announcement-11/28/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: For the ANTHROPOLOGIST, GS 0190: EDUCATION: a degree in an appropriate field of anthropology. You must include transcripts. -OR- Combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience or additional education. You must include transcripts and hours worked per week. -OR- EXPERIENCE: four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work. You must include hours worked per week. For the Archeologist, GS 0193: EDUCATION: a degree that included semester hours as described in Parts A, B, and C as follows: (Part A) Bachelor or higher degree that includes 3 semester hours each in the following 5 course areas: 1) History of archaeology; 2) Archaeology of a major geographical area such as North America or Africa; 3) Regional archaeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; 4) Theory and methods of archaeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating and analytical techniques; 5) Archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. IN ADDITION, (Part B) I have taken six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archaeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND (Part C) I have completed archaeological field school. You must include transcripts. -OR- EDUCATION: a degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements above (including archeological field school). You must include transcripts. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: a combination college-level education or training that provided knowledge equivalent to that described above, plus appropriate technical experience or additional education. You must include transcripts and hours worked per week. -OR- EXPERIENCE: four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. You must include hours worked per week in your resume. FOR THE LANDSCAPE ARCHITECT, GS 0807: EDUCATION: a degree in landscape architecture or landscape design. You must include transcripts. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. You must include transcripts and hours worked per week. FOR THE ARCHITECT, GS 0808: EDUCATION:a degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. You must include transcripts. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. You must include transcripts and hours worked per week. See assessment for further qualification details. In addition to the individual minimum qualifications listed above, you must also meet the following: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: overseeing a land management agency with a resources management program including history, archeology, historic architecture, landscape architecture, cultural anthropology and cultural landscapes; solving problems covering diverse cultural resource management situations; develop a variety of integrated management and operating plans; design program schedules including estimates of personnel, equipment, and materials; deal with diverse technical and administrative concerns. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
