The primary purpose of this position is to direct and perform all administrative functions that include the performance and administration for the Service that includes human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of the Safety Service and the medical facility.
Duties
As the Administrative Officer, you will:
Oversee a variety of administrative programs to ensure effectiveness, efficiency, and productivity; Coordinate ongoing data collection and analysis; Review, analyze, and evaluate accomplishment of overall program; Ensure all reports, suspense items, correspondence, and memorandums created within the service are verified to meet all requirements; Retrieve, track, and trends information needed for analysis and reporting
Develop, propose, and implement improvements to administrative policy and procedures
Perform budget execution functions to ensure expenditures are consistent with budget formulation plans; Analyze program, budgetary, and fiscal data and provides recommendations to Service Chief; Monitor expenditures and forecasts changes that require reprogramming of funds; Manage overall supply needs, services, material movement, and real property for the medical facility
Identify problems, inefficiencies, and potential problems and develops recommendations for solutions; Plan and conduct management studies and analyses to determine the impact of medical facility realignments and changes
Resource to and provides technical and administrative guidance for all junior administrative staff; Initiates requests for recruitment, interviewing, and selecting employees, complying with EEO objectives; Plan and maintain accurate and current position descriptions
Work Schedule: Monday through Friday, 0700-1530

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes: Directs all administrative activities of the Service including budget and financial management, human resource management, strategic planning and program management and evaluation; Assuring that the clinical and administrative functions are integrated in order to provide optimum utilization of resources; Develops and utilizes extensive community relationships/partnerships with individuals, health providers, foundations and external support services; and Exercises appropriate controls to evaluate effectiveness of work output in meeting goals and objectives. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher-level graduate education leading to such a degree in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have submit transcripts to receive credit.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
