This position is located in the Office of the Chief of Staff, Office of Legislative Affairs The Office of Office of the Chief of Staff is seeking one individual to serve as a National Program Manager, Supervisory Health System Specialist. This is a Detail opportunity for a current, permanent VA employee for the GS-15 grade level, for 120 days (may be extended up to 1 year). This is a temporary promotion opportunity.

Duties

Major Duties: Provides executive level support, leadership and advice to DCOS, VHACOS, and the USH on health care administration; VHA legislative activities, and organizational and management matters affecting health care programs. Formulates and implements policies; improves processes to communicate and explain policies; and evaluate the results and outcomes of policy decisions. Provides oversight and review of VHA's/VA's participation in the legislative process. Oversees and coordinates VHA legislative hearings, including identification of witnesses, drafting of formal views in testimony, coordinating the development of cost and policy impact statements, preparing witnesses for appearances at hearings, coordinating post-hearing deliverables. Oversees and coordinates VHA's development of formal statements and testimony for Congressional Hearings led by VHA witnesses. Oversees and coordinates VHA's portfolio of Congressionally Mandated Reports and Congressionally Tracked Reports. Supervises the administrative and management functions of the Office of Legislative Affairs through direct supervision of Legislative staff members. Coordinates the analysis, review and clearance of legislative proposals and bill reports. Work Schedule: Monday - Friday 8:00 - 4:30pm Compressed/Flexible: May be eligible Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will qualify based on your experience and/approval by supervisor as described below: Required Experience: You must meet the required qualifications and specialized experience for this position. Demonstrating mastery and broad knowledge of the policies, missions and operations of the Veterans Health Administration (VHA) and the Department of Veterans Affairs (VA) to represent the DCOS on matters of: interpretations of policy, serious public relations issues, and reconciling conflict on interpretations of policy and program differences among VHA key staff. Demonstrating expert knowledge of analytical and evaluative methods, as well as a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in, for example, determining the extent of compliance with rules and regulations issued by VA or VHA. Demonstrating comprehensive skill in analysis and review of legislative proposals and bill reports to use in counseling top agency officials who may appear before Congressional committees and the national media concerning the agency's workload, performance analysis and resource allocation initiatives. Critical Thinking: Objectively analyzes and evaluates an issue in order to form an opinion/judgment/conclusion; Uses logic and reasoning to research, interpret and apply information such as regulatory and/or procedural guidance; Identifies the strengths and weaknesses of alternative solutions, conclusions or approaches to problems; Integrates information into development of a resolution. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
